The initial contract period will be for 19 months between 1st June 2026 and 31st December 2027. The maximum budget available for the initial period is £395,000 (excluding VAT). The GMCA reserves the right to extend this contract for an additional 2 years until 31st December 2029. The value of the extension period is up to £250,000 per annum (excluding VAT). Tender Quality Score

This tender for legal services is generally well-structured, with clear financial information and contract duration. However, critical details regarding evaluation criteria and document access are deferred to separate procurement documentation, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to an open procedure and specifies compliance with the Procurement Act 2023. The CPV code is appropriate. While no disputes are noted, the absence of explicit mention of regulatory compliance beyond the Act and the lack of a reveal date for evaluation criteria slightly reduce the score. Deadlines appear reasonable given the context.

Clarity80/100

The description of the required services and the experience sought (PPP/PFI-type contracts) is clear. The financial information and contract duration are well-defined. However, the lack of specified award criteria within the tender notice itself, deferring this to separate documentation, reduces overall clarity.

Award criteria not specified in the tender notice.
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. However, the crucial details regarding mandatory exclusion grounds, eligibility requirements, and submission procedures are explicitly stated as being in separate procurement documentation, significantly impacting the completeness of the tender notice itself. The lack of accessible document content is a major drawback.

Details on exclusion grounds, eligibility, and submission procedures are in separate documentation.
No document content available for review.
Fairness85/100

The tender is an open procedure, promoting broad access. The estimated value is disclosed, and the criteria for experience are objective (PPP/PFI-type contracts). The main concern for fairness is the lack of immediate access to the full procurement documentation, including award criteria, which could limit a bidder's ability to fully assess the opportunity and prepare a response without further steps.

Full procurement documentation, including award criteria, is not immediately accessible.
Practicality65/100

The tender specifies a contract start date and duration. However, the absence of information regarding e-submission and the URL for accessing the full procurement documentation makes the process less practical for potential bidders. Financing information is not explicitly detailed.

No information on e-submission.
URL for full procurement documentation not provided.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported suspensions or disputes. The contract start date and duration are consistent with the overall timeline.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation criteria. It is also not indicated as EU funded. This lack of focus on sustainability aspects results in a lower score in this category.

No explicit mention of green procurement, social aspects, or innovation.

Strengths

Clear title, reference, and organization.
Estimated value and contract duration clearly stated.
Appropriate CPV code provided.
Open procedure promotes broad participation.

Concerns

Critical procurement details (award criteria, eligibility, submission) deferred to separate documentation.
Lack of immediate access to full tender documents.
No explicit sustainability or innovation criteria mentioned.
Practicality issues due to missing e-submission details and document access URL.

Recommendations

1. Provide direct links to all procurement documentation, including award criteria and submission guidelines.
2. Consider incorporating explicit sustainability or innovation criteria to align with modern procurement practices.
