Original Tender Description

Connect Housing is interested in speaking to repairs and maintenance contractors with relevant capacity and experience, which might be interested in providing an out-of-hours responsive repairs service to its properties across West Yorkshire. The service requirement is for all emergency repairs, not-including gas heating breakdowns, only. In the last 12 months, approximately 550 such repairs have been carried out by the current service provider. Full details of the time, location, trade and other patterns of demand can be provided to interested parties. The requirement is to respond to emergency repair requests, with attendance within a target time of 2 hours, to make safe and carry out urgent works. Referrals are made by a third-party call handling provider. There will be no guarantee of follow-on works or other services. At this stage we envisage a maximum contract term of 2 years in the first instance, commencing 1 April 2026. The service requirement is between 5pm and 9am Monday to Friday, and all day at weekends and bank holidays, with cover also on ad hoc additional days by arrangement

Tender Quality Score

Overall, the tender documentation provides a clear service description, but significant deficiencies exist in the absence of evaluation criteria and electronic submission, impacting transparency and fairness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code correctly. However, the missing tender reveal date makes it impossible to assess the full legal compliance regarding publication timelines. The 'Value Classified: Yes' contradicts the stated estimated value, which is a transparency concern.

Missing tender reveal date
Contradictory value classification ('Value Classified: Yes' despite value being stated)
Clarity80/100

The service description and AI-extracted technical requirements are clear and unambiguous, detailing the scope, hours, and response times. A major drawback is the explicit absence of specified evaluation criteria, which significantly reduces overall clarity for bidders.

Missing evaluation criteria
Completeness70/100

Basic information, deadlines, value, duration, and location are provided. However, the tender is incomplete due to the absence of evaluation criteria and the failure to download one of the listed tender documents ('Lot L-1').

Missing evaluation criteria
One tender document failed to download
Fairness60/100

The requirements appear generic and not tailored. However, the lack of explicit evaluation criteria, the absence of electronic submission, the contradictory value classification, and incomplete document access significantly undermine the fairness and transparency of the process.

Missing evaluation criteria
No electronic submission option
Practicality65/100

The contract start date and duration are clearly specified. However, the lack of electronic submission is a significant practical hurdle in modern procurement. The failed download of one document also poses a practical challenge for bidders.

No electronic submission
One tender document failed to download
Data Consistency70/100

Dates are logical and consistent. However, there are minor inconsistencies such as missing codes for the procedure type, an empty 'Liable Person' field, and the contradictory 'Value Classified: Yes' despite the estimated value being provided.

Missing codes for procedure type and type
Empty 'Liable Person' field
Sustainability20/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. It is also not EU funded, which often correlates with higher sustainability standards.
