Tender Quality Score

This premarket engagement notice for Fleet Management & Maintenance Outsourced Services by Wales & West Utilities Limited outlines a clear scope and estimated value. However, it is in the planning phase, lacks specific evaluation criteria, and has limited document availability, impacting its immediate usability as a full tender.

Score Breakdown

Legal Compliance75/100

The notice is in a planning phase, which inherently limits a full assessment of legal compliance. The CPV code is provided and the estimated value is clear. Deadlines for premarket engagement are stated, though the main tender deadline is absent. There is no mention of existing disputes. The procedure type is not specified, which is a minor omission for this stage.

Clarity80/100

The description of services is comprehensive and detailed, clearly outlining the requirements for fleet management, maintenance, and associated services. The target number of vehicles and assets is specified, aiding understanding. The premarket engagement questions are well-defined.

Completeness70/100

Basic information such as title, organization, and estimated value is present. Contract duration and start dates are specified. However, the actual tender submission deadline and the full tender documents are not yet available, as this is a premarket engagement notice. Missing evaluation criteria is also a point of incompleteness for a full tender.

Missing reveal date
No evaluation criteria specified
Fairness85/100

The approach of inviting the first 5 suitable suppliers for premarket engagement offers an opportunity for early input. The process is transparent regarding the information required for the engagement calls. No overtly tailored requirements for specific companies are apparent at this stage.

Practicality65/100

The submission for premarket engagement is via email, which is a standard method. However, the full tender process is not yet defined, so e-submission for the final tender is not confirmed. Financing information is absent, and the contract start date is set for some time after the estimated contract start date in the financial information.

No e-submission (for final tender, implied)
Data Consistency90/100

Key fields like title, reference, organization, and estimated value are populated. The contract start date (2027-06-30) is well after the submission deadline (2026-03-27) and the planned tender date ('later this year'), which is logical. There are no indications of suspension or disputes.

Sustainability50/100

There is a mention of 'best practice advice, including alternative fuel and net zero strategy support' and 'continuous improvement programme to include cost efficiency, innovation in compliance and vehicle uptime'. However, explicit green procurement or social criteria are not detailed, suggesting limited current focus in these areas.

Not green procurement (explicitly)
No social criteria (explicitly)
