Original Tender Description

Derry City and Strabane District Council plans to commence a robust, credible and transparent preliminary market engagement process to procure specialist technical services to assess the feasibility and support the design of a £2m Positive Energy District (PED) Pilot project in Strabane Town Centre. PEDs are energy-efficient and energy-flexible urban areas or groups of connected buildings which produce net-zero greenhouse gas emissions and actively manage an annual local or regional surplus production of renewable energy. The purpose of this preliminary market engagement (PME) is to gather insights and feedback from the market to inform the development of the procurement strategy and specification for the PED technical consultancy requirement. Responses to the questionnaire will help gather comprehensive information about potential suppliers and the services they offer, allowing for informed decisions regarding specification and procurement strategy before entering the market with a full procurement competition.

Tender Quality Score

This is a preliminary market engagement notice for specialist technical services related to a Positive Energy District pilot project. The tender is well-structured with clear objectives, but lacks specific evaluation criteria and details on document content.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement principles, with a clear CPV code and a defined timeline. However, the absence of explicit evaluation criteria and the 'planning' status suggest it's an early-stage engagement rather than a formal procurement, which impacts the assessment of strict legal compliance for a tender.

No evaluation criteria specified
Clarity80/100

The description of the Positive Energy District concept and the purpose of the preliminary market engagement is clear and well-articulated. The requirements for submission are also straightforward.

Completeness70/100

Key information such as estimated value, contract duration, and start date are provided. However, the lack of content for the attached tender documents is a significant omission, hindering a full understanding of the engagement's scope.

No document content available
Fairness85/100

The process is described as transparent, and the information gathered is explicitly stated to be for internal planning and not for tender evaluation, which promotes fairness. The use of a standard e-procurement platform (etendersNI) is also a positive aspect.

Practicality65/100

Submission via etendersNI is mandated, which is standard for e-procurement. However, the lack of accessible document content makes it difficult to assess the practicality of the submission process fully. The contract start date is provided.

No e-submission (referring to document content availability for submission)
Data Consistency90/100

The key fields such as title, reference, organization, value, and dates are populated logically. There are no indications of disputes or suspensions.

Sustainability50/100

While the project itself is focused on Positive Energy Districts, which inherently relates to sustainability, the tender notice does not explicitly mention green procurement criteria, social aspects, innovation, or EU funding.

Not green procurement
No social criteria
