Original Tender Description

3 West is a complex 1960s medium-height educational building forming part of a live campus environment with connected terrace buildings. The project is expected to involve either a complex major refurbishment of the existing asset, or in-situ demolition, or part demolition with replacement, subject to design development and option appraisal. Key drivers and constraints •Complex building fabric and interfaces with adjacent/connected buildings. •Building safety and fire strategy considerations from the outset. •Uncertainty over the final solution, affecting cost confidence, assumptions and scope definition. •Live campus constraints (students, staff, noise, access, communications). •Need for robust cost planning, benchmarking and risk/contingency development across RIBA Stages 1–4, with a clear gateway at the end of Stage 2 to confirm the preferred option and delivery route. Scope of requirement The Cost Consultant will provide cost management and commercial advice to support option appraisal, design development, procurement and delivery. The indicative scope is set out in the final Invitation to Tender (ITT) and associated Scope of Services. Tender Quality Score

The tender provides a clear project description and technical requirements but suffers from significant deficiencies in clarity, completeness, fairness, and practicality due to the absence of evaluation criteria and an unrealistic contract start date. Additionally, there are several data inconsistencies and a complete lack of sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender benefits from a reasonable submission period, correct CPV code, and no reported disputes. However, the summary lacks explicit mandatory exclusion, eligibility, and financial requirements, directing bidders to the full ITT, which is a gap for the provided information. Procedure codes are also missing.

Missing explicit mandatory exclusion, eligibility, and financial requirements in the summary
Missing procedure codes
Clarity60/100

The project description is detailed and the technical capability requirements are clear. However, the complete absence of specified evaluation criteria is a major clarity issue, making it difficult for bidders to understand how their proposals will be judged.

Missing evaluation criteria
Completeness65/100

Most basic information, including title, reference, organization, deadlines, estimated value, duration, and location, is present. However, the critical absence of evaluation criteria significantly impacts the completeness of the tender documentation.

Missing evaluation criteria
Liable Person field is empty
Fairness55/100

Document access via the e-sourcing portal, a reasonable submission deadline, and e-procurement support contribute positively to fairness. Nevertheless, the lack of evaluation criteria severely compromises the objectivity and transparency of the assessment process, raising significant fairness concerns.

Missing evaluation criteria
Practicality40/100

Electronic submission and provided document URLs are practical aspects. However, the contract start date being identical to the submission deadline is highly impractical and unrealistic, indicating a fundamental flaw in the procurement timeline planning.

Contract start date is the same as the submission deadline
Data Consistency50/100

While there are no reported disputes, several inconsistencies exist, including empty fields (Liable Person, procedure codes), a contradiction between 'Value Classified: Yes' and the stated estimated value, and the illogical contract start date matching the submission deadline.

Contract start date is illogical (same as submission deadline)
Contradiction between 'Value Classified: Yes' and stated estimated value
Sustainability20/100

The tender documentation does not explicitly mention any green procurement, social aspects, or innovation focus, indicating a missed opportunity to integrate sustainability criteria into the procurement process.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear and detailed project description
Specific technical capability requirements
Electronic submission and document access via portal
Reasonable submission deadline
Correct CPV code and location information

Concerns

Absence of evaluation criteria (major concern)
Impractical contract start date (same as submission deadline)
Missing explicit mandatory exclusion, eligibility, and financial requirements in the summary
Several data inconsistencies (e.g., 'Value Classified: Yes' vs. stated value, missing codes)
No sustainability (green, social, innovation) aspects mentioned

Recommendations

1. Immediately publish detailed evaluation criteria to ensure transparency and fairness.
2. Revise the contract start date to allow for a realistic evaluation, award, and standstill period.
3. Ensure all mandatory legal and financial requirements are explicitly summarized or clearly referenced in the tender notice itself, not just in the full ITT.
