Original Tender Description

Forestry England seeks interest from suitably qualified and experienced developers for the progression of a potential wind energy project located on land within the county of Northumberland. Preliminary desktop only assessments indicate that the site may offer potential for wind energy development; however, it will be the sole responsibility of the successful applicant to undertake all necessary investigations to determine the technical, environmental, commercial and legal suitability of the site. The successful applicant will be granted a short‑term Exclusivity Agreement enabling them to carry out initial feasibility and viability assessments on the site. Subject to satisfactory outcomes, this arrangement is intended to progress to an Option to Lease and, ultimately, leading to the grant of a full Lease Agreement for the development and operation of the project. Estimated end date for the full Lease Agreement is expected to be 1st January 2076. Full site information and detailed supporting documentation will be provided to relevant interested parties on publication of the full tender and subject to non-disclosure agreements.

Tender Quality Score

This tender is in the planning stage, seeking expressions of interest for a wind energy development. While it outlines a clear progression path and basic eligibility, key details like evaluation criteria and financial information are missing, impacting its completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender is in a planning status, which inherently limits its immediate legal compliance checks. The CPV code is provided, and the procedure is not yet defined. No disputes are noted. The deadline is relatively short for a project of this scale, but as it's in planning, this is less critical.

Clarity80/100

The description clearly outlines the project's intent, the phased approach (Exclusivity Agreement, Option to Lease, Lease Agreement), and the responsibilities of the successful applicant. Eligibility and technical capabilities are broadly defined. However, the absence of evaluation criteria is a significant clarity issue.

Missing evaluation criteria specified
Completeness70/100

Basic information such as title, organization, and a general description is present. The contract duration and start date are specified. However, the estimated value is not disclosed, and the content of the tender documents is not available, hindering a full assessment of completeness.

Estimated value not disclosed
No document content available
Fairness85/100

The tender is divided into parts, which can promote fairness. The process of providing full site information upon publication and subject to NDAs is standard. Eligibility criteria are general, not tailored to specific companies. The lack of disclosed value and evaluation criteria could be perceived as less transparent.

Practicality65/100

The tender is in a planning phase, and e-submission is not yet detailed. The contract start date is provided. However, the lack of disclosed financial information and the absence of specific details on how to access full documentation make it less practical at this stage.

No e-submission specified
No financial requirements specified
Data Consistency90/100

Key fields like title, reference, organization, and dates are populated. The contract duration and start date are logical. No disputes or suspensions are noted. The tender status is 'planning', which is consistent with the lack of detailed procedural information.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the provided tender information. This suggests a lack of focus on these areas.

Not green procurement
No social criteria
