Original Tender Description

Powys County Council (the “Council”) invites suitably experienced contractors to engage in early discussions relating to the design and construction of a new all age school in Machynlleth, Powys, Mid Wales. The proposed development will provide a modern, energy efficient facility within the existing school grounds, accommodating 540 pupils alongside childcare and early years provision. The Council is preparing to commence a formal competitive procurement process for the delivery of the Ysgol Bro Hyddgen project. To help shape the procurement strategy and maintain early contractor involvement, the Council is exploring a range of procurement approaches aimed at achieving best value and meeting programme objectives. Purpose of the Invitation The Council seeks to engage with contractors who have demonstrable experience in similar design and build construction projects. These discussions will support the refinement of project delivery strategy ahead of the formal tender process. Interested contractors are invited to contact the Council to register interest to participate in a short, individual discussion meeting. Project Background Ysgol Bro Hyddgen currently operates across two separate sites within Machynlleth, with the condition of existing buildings driving the need for a consolidated, fit for purpose, all age facility. A previous design has been progressed to RIBA Stage 4 and has gained full planning permission. The building is to achieve BREEAM ‘Excellent’, Net Zero Carbon in operation and less than 600kg/m² CO₂e embodied carbon. How to Express Interest Contractors wishing to participate in this preliminary market engagement are invited to contact the Council using the email address provided in the Contracting Authority section of the notice. Responses should be submitted by 12:00 on Friday 27 March 2026. Subject to capacity, the Council will host one-hour individual meetings with responding contractors. Where interest exceeds capacity, meeting slots may be prioritised based on the contractor’s experience relevant to the nature and scale of the project. Participation is voluntary and will not influence or disadvantage involvement in any subsequent procurement process. All engagement will be undertaken in accordance with principles of transparency, equal treatment, and non-discrimination under the Procurement Act 2023.

Tender Quality Score

This is a preliminary market engagement notice for a new school construction project. While it provides a good overview and outlines key technical requirements, it lacks detail on the formal procurement process and evaluation criteria.

Score Breakdown

Legal Compliance75/100

The notice adheres to general procurement principles and mentions compliance with the Procurement Act 2023. The CPV code is appropriate for construction work. However, the 'Type' and 'Procedure' fields are marked as 'None', which is unusual for a formal tender notice, suggesting this is an early engagement rather than a formal tender. Deadlines are present but the submission deadline for expressing interest might be considered short given the project's scale.

Type and Procedure fields are 'None'.
Clarity80/100

The description of the project, its purpose, and background is clear and well-articulated. The eligibility and technical capability requirements are detailed, providing a good understanding of the expected contractor profile. The process for expressing interest is also clearly outlined.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, the 'Type' and 'Procedure' fields are missing, and there is no information on the evaluation criteria for the subsequent formal procurement. The AI-extracted requirements indicate that no specific mandatory exclusion grounds are detailed.

Missing 'Type' and 'Procedure' fields.
No evaluation criteria specified for the formal tender.
Fairness85/100

The notice emphasizes transparency, equal treatment, and non-discrimination. Participation in this market engagement is voluntary and stated not to disadvantage future involvement. The requirements are generally objective, focusing on experience and technical capabilities. However, the prioritization of meeting slots based on experience could be perceived as a minor point of potential bias if not managed carefully.

Meeting slots may be prioritized based on contractor experience.
Practicality65/100

The notice specifies an email address for expressing interest, which is a form of e-submission, but lacks a direct URL to a procurement portal for document access or formal submission. The contract start date and duration are provided. Financing information is not explicitly detailed, but the estimated value is given.

No direct URL for document access or formal submission.
Financing information not explicitly detailed.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated. There are no indications of suspension or disputes. The dates provided (submission deadline and contract start) are logically sequenced, although the contract start date is relatively soon after the submission deadline for a project of this magnitude, suggesting this is for the market engagement phase.

Sustainability50/100

The project explicitly aims for BREEAM 'Excellent' and Net Zero Carbon in operation, indicating a strong focus on environmental sustainability. However, the notice does not detail specific green procurement policies beyond these project targets, nor does it mention social aspects or innovation as explicit criteria for this engagement.

No explicit mention of social procurement or innovation criteria.

Strengths

Clear project description and objectives.
Detailed technical capability requirements.
Emphasis on transparency and fair treatment.
Specific sustainability targets (BREEAM, Net Zero Carbon).

Concerns

Missing formal procurement procedure details.
Lack of specified evaluation criteria for the future tender.
No direct URL for document access or submission portal.
Potential for short submission deadline for market engagement.

Recommendations

1. Provide details on the planned formal procurement process and evaluation criteria.
2. Include a direct link to a procurement portal for easier access to documents and future submissions.
3. Clarify the process for prioritizing market engagement meetings to ensure maximum fairness.
