Tender Quality Score

This is a Preliminary Market Engagement (PME) notice, not a formal tender. It effectively outlines the council's intent to understand market capabilities for an educational visits service, with good clarity on objectives and scope. However, it lacks specific financial details and formal evaluation criteria, which are expected in a full tender.

Score Breakdown

Legal Compliance75/100

The notice is for preliminary market engagement, not a formal procurement, which explains the absence of a formal procedure and detailed legal compliance elements. The deadline is set for April 1st, 2026, which is relatively short for a PME, but acceptable given its exploratory nature. The CPV code is appropriate. No disputes are indicated.

Clarity80/100

The description clearly outlines the purpose of the PME, the services sought, and the context of Warwickshire County Council's responsibilities. The target audience (maintained schools) and scale (number of schools and pupils) are well-defined. The anticipated service components are listed.

Completeness70/100

Key information such as the title, reference, organization, and a description of the service sought are present. The contract duration and start date are specified. However, the estimated value is not disclosed, and no tender documents with content are available, which limits completeness for potential participants.

Estimated value not disclosed
No tender document content available
Fairness85/100

As a PME, the focus is on gathering information rather than a competitive bid, which inherently promotes broad market engagement. The requirements are general and do not appear tailored to specific companies. Full document access is implied by the PME nature, though content is not yet available. The objective is to refine future procurement.

Practicality65/100

The notice specifies a submission deadline and contract start date. Financing information is not detailed, and the PME nature means there is no direct e-submission for a bid. The contract duration is provided. The lack of available document content impacts practicality for interested parties.

No financing information provided
No e-submission for a formal bid (as it's PME)
Data Consistency90/100

Key fields such as title, reference, organization, and dates are populated logically. The status 'planning' aligns with the PME nature. There are no indications of suspension or disputes. The contract start date is after the submission deadline.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding in the provided text. This area is not addressed.

No mention of green procurement
No mention of social criteria

Strengths
