Tender Quality Score

This tender for weed spray application is generally well-structured with clear descriptions and a defined process, though it lacks explicit evaluation criteria and detailed sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure with a clear submission deadline and contract duration. The CPV code is appropriate. No disputes are noted. The procedure appears compliant with standard procurement regulations, though the absence of explicit evaluation criteria could be a minor compliance concern.

Clarity80/100

The description of services for both lots is clear, detailing the areas to be treated and the frequency of treatments. The distinction between Lot 1 and Lot 2 requirements is highlighted, encouraging bidders to read documentation carefully. However, the lack of specified evaluation criteria impacts overall clarity on how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. The submission deadline and contract start date are specified. However, the tender documents themselves are not accessible or summarized, which significantly impacts completeness.

No document content available
Fairness85/100

The tender is an open procedure, allowing any interested organization to participate. The estimated value is disclosed, and the process of expressing interest and opting in via an e-tendering system promotes accessibility. The division into lots is a common and fair practice. The requirements do not appear tailored to specific companies.

Practicality65/100

The tender utilizes an e-tendering system for submission, which is practical. A URL for the e-tendering portal is provided. The contract start date and duration are specified. However, the 'Checks' section indicates 'No e-submission', which contradicts the description of using an e-tendering system, creating confusion. Financing information is not detailed.

Contradiction regarding e-submission method
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, submission deadline, and contract duration are populated. The contract start date is logical relative to the submission deadline. No suspensions or disputes are indicated, and the dates are consistent.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, innovation, or EU funding. While social value is mentioned as a separate submission requirement, it is not integrated into the core tender characteristics or evaluation.

No explicit green procurement, social, or innovation focus

Strengths

Clear description of services for two distinct lots
Open procedure promoting broad participation
Use of an e-tendering system for access and submission
Disclosure of estimated value and contract duration

Concerns

Missing explicit evaluation criteria
Inaccessibility of tender document content
Lack of detailed sustainability considerations

Recommendations

1. Provide clear evaluation criteria to enhance transparency.
2. Make tender documents accessible or provide summaries for better bidder understanding.
3. Integrate sustainability and social value aspects more explicitly into the tender requirements and evaluation.
