Tender Quality Score

This is a well-structured tender notice outlining a comprehensive home care framework for Newcastle City Council. Key areas like service scope and operational hours are clear, though financial details and evaluation criteria are absent.

Score Breakdown

Legal Compliance70/100

The tender follows an open procedure and provides a clear CPV code. While deadlines are present, the prompt mentions potential issues with the deadline being too short, which could impact compliance if not adequately managed. The absence of explicitly stated legal exclusion grounds, relying on implication, could be a minor point of ambiguity.

Deadline may be too short
Implied rather than explicit exclusion grounds
Clarity75/100

The description of the services required is detailed, covering target demographics and operational needs. However, the lack of specified evaluation criteria makes it unclear how bids will be assessed, impacting overall clarity for potential bidders.

Missing evaluation criteria
Completeness65/100

Basic information such as title, organization, and CPV code is present. Contract duration and start date are specified. However, the estimated value is not disclosed, and the content of the attached tender documents is not available, hindering a full assessment of completeness.

Value not disclosed
No document content available
Fairness80/100

The tender is an open procedure, promoting broad participation. Requirements are generally objective and related to service provision. The main concern is the lack of disclosed financial value, which can sometimes impact fairness if bidders are unsure of the scale of commitment. However, there's no indication of tailored requirements for specific companies.

Value not disclosed
Practicality60/100

The contract duration and start date are provided. While e-submission is generally implied for modern tenders, it's not explicitly stated. The absence of financing information and the lack of content in the tender documents reduce practicality for initial assessment.

No e-submission explicitly stated
No document content available
Data Consistency90/100

Key fields like title, reference, organization, CPV, and dates are populated consistently. There are no reported disputes or suspensions. The timeline appears logical given the planning status.

Sustainability40/100

There is no explicit mention of green procurement, social aspects, or innovation within the tender notice. This suggests a lack of focus on sustainability criteria in this specific call for tenders.

Not green procurement
No social criteria
