Tender Quality Score

This tender is generally well-structured with clear lot divisions and estimated values. However, it lacks explicit evaluation criteria and a clear method for accessing tender documents beyond email request.

Score Breakdown

Legal Compliance75/100

The tender adheres to open procedure and provides a CPV code. Deadlines are present, though the submission deadline might be considered tight given the complexity of potential submissions across multiple lots. No disputes are noted. The contract duration and potential extensions are clearly outlined.

Clarity80/100

The description of each lot is reasonably clear, detailing the purpose and specific requirements like MSDS sheets or warranty provisions. The division into lots is a positive aspect for clarity. However, the absence of explicit evaluation criteria leaves bidders uncertain about how their submissions will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including estimated values per lot, contract duration, and start date. However, the tender documents themselves are not directly accessible, requiring an email request, which impacts overall completeness of immediate access to all necessary information.

No document content available
Fairness85/100

The tender is divided into lots, allowing suppliers to bid on specific areas of expertise. Requirements for product details and samples are standard. The geographical restriction for counter service in specific lots (HU1-9) is a localized requirement but not necessarily unfair if it reflects operational needs. The lack of explicit evaluation criteria could be a concern for fairness if not addressed.

Practicality65/100

The primary concern for practicality is the lack of an e-submission portal, requiring submission via email or other unspecified methods. While an email address is provided for document requests, the submission process itself is not detailed as an e-procurement solution. The contract start date and duration are clear.

No e-submission
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. The contract start date and duration are logical. There are no indications of suspension or disputes. The CPV code is appropriate for the described materials.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding, which are standard components of modern sustainable procurement practices. This indicates a lack of focus on these areas.

Not green procurement
No social criteria

Strengths

Clear division into multiple lots
Detailed description of lot requirements
Estimated annual spend provided for each lot
Open procedure with clear CPV code

Concerns

Missing evaluation criteria
No direct access to tender documents (email request required)
Lack of e-submission portal
No explicit sustainability or innovation focus

Recommendations

1. Publish clear evaluation criteria to ensure transparency.
2. Provide a direct link or portal for tender document download and submission.
3. Consider incorporating sustainability and innovation requirements into future tenders.
