Original Tender Description

CPC wish to establish a framework, using a Competitive Flexible Procedure, for the supply of Corporate Software and related products and services. The framework will be open to members of CPC, listed at https://www.thecpc.ac.uk/members, including future members meeting requirements at https://www.thecpc.ac.uk/about/how-to-join. It will also be accessible to Local Authorities procuring on behalf of Education, as detailed at https://www.local.gov.uk/. The wider public sector (WPS) may access the framework via Crescent Services. This framework is not intended to replace any existing arrangements with such organisations. WPS organisations that may utilise the framework include: Central Government departments, agencies, public bodies, Local Government, and Public Corporations, as listed at https://www.gov.uk/government/organisations and https://www.local.gov.uk/ Eligible public sector bodies as detailed on the CPC website: https://www.thecpc.ac.uk/services/eligible-public-sector-bodies

Tender Quality Score

This tender for Corporate Software & Related Products and Services is generally well-structured and clear, but lacks detailed technical and financial requirements. While most core information is present, the absence of specific evaluation criteria and readily accessible tender documents limits completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender follows a competitive flexible procedure and uses a proper CPV code. There are no reported disputes. Deadlines appear reasonable given the overall timeline, though submission deadline timing could be tighter depending on document complexity. Regulatory compliance is assumed due to the nature of the procuring organization (Consortium).

Clarity80/100

The description of the framework's purpose and accessibility is clear, with extensive links provided for potential participants. However, the lack of specific technical capability and financial requirements means the clarity on what exactly is expected from bidders in those areas is moderate.

Completeness70/100

Basic information such as title, reference, organization, estimated value, and duration is present. However, the critical absence of detailed evaluation criteria, technical requirements, and financial requirements, along with a lack of summary content for attached documents, reduces the overall completeness.

Missing evaluation criteria
No specific technical capability requirements detailed
Fairness85/100

The framework is open to a defined group of public sector bodies, with clear links provided for eligibility. The value is disclosed. Criteria for accessing the framework are objective. The competitive flexible procedure suggests a degree of fairness, and e-procurement is likely implied but not explicitly stated as mandatory for submission. No requirements appear to be tailored to specific companies.

Practicality65/100

The framework start date is specified. The estimated value and contract duration are clear. However, the lack of explicit e-submission confirmation and the absence of specific financial details for bidders make it less practical. The mention of 'e-procurement' is not explicit in the described submission process.

No e-submission explicitly detailed
Missing specific financial requirements for bidders
Data Consistency90/100

Key fields such as title, reference, organization, value, and contract duration are populated consistently. There are no reported disputes. The dates provided (submission deadline, contract start) appear logically sequenced within a reasonable timeframe.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the provided tender description. This indicates a lack of focus on these sustainability elements.

Not green procurement
No social criteria mentioned

Strengths

Clear description of framework scope and accessibility
Well-defined CPV code and NUTS code
Estimated value and contract duration clearly stated
No reported disputes

Concerns

Absence of detailed evaluation criteria
Lack of specific technical and financial requirements for bidders
No readily accessible content for attached tender documents
No explicit mention of sustainability criteria (green, social, innovation)

Recommendations

1. Supplement tender documents with detailed evaluation criteria and specific technical/financial requirements.
2. Provide summaries or indicative content for the attached tender documents to improve bidder preparation.
3. Consider incorporating sustainability criteria into future tenders.
