Tender Quality Score

This tender for IoT network consultancy offers a clear scope for Phase 1 and outlines potential for further phases under a permitted contract modification. It is generally well-structured but lacks specific evaluation criteria and details on document access.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general legal frameworks, mentioning the Procurement Act 2023. The procedure type 'Below threshold - open competition' suggests adherence to relevant regulations for its value. The CPV code is appropriate. Deadlines are provided, though their reasonableness is debatable without knowing the complexity of bidder preparation. There are no explicit flags for disputes.

Clarity80/100

The description of the consultancy work, including the phased approach and conditions for additional phases, is quite clear. The scope for Phase 1 and the overall potential contract value are specified. However, the absence of explicit evaluation criteria makes it unclear how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, and duration is present. The contract start date and submission deadline are provided. However, essential tender documents are not accessible or summarized, hindering a complete understanding of all requirements. The lack of documents significantly impacts completeness.

No document content available
Fairness85/100

The tender specifies an open competition and discloses the estimated value. The mechanism for contract modification is outlined, which generally promotes fairness by managing scope changes transparently. The requirements are not overtly tailored to specific companies. The main concern is the lack of access to detailed tender documents and unspecified evaluation criteria, which could lead to perceived unfairness if not clarified.

Practicality65/100

The contract start date and duration are specified. Financing information is implied by the estimated value. However, the lack of information regarding e-submission makes it difficult to assess the practicality of the submission process. The requirement for delivery in multiple languages, if literal for submission, could add complexity but is addressed in AI-extracted requirements.

No e-submission
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated. The tender is active with no reported suspensions or disputes. The dates provided (submission deadline, contract start, duration) appear logically consistent.

Sustainability50/100

There is no explicit mention of green procurement, social value criteria, or innovation as specific requirements within the tender description or AI-extracted requirements. It is also not stated to be EU funded.

Not green procurement
No social criteria
