Original Tender Description

Middlesbrough Council is actively seeking to improve the range of services which it commissions to provide Short Breaks and Positive Activities for Children and Young People with disabilities. The Council wishes to promote the welfare needs of Children and Young People and to meet the needs of families with caring responsibilities. Middlesbrough Council's Children's services wish to conduct a pre-market engagement exercise to explore where providers can demonstrate experience of working with children and young people with disabilities. The proposed specification will be for three lots: LOT 1 - Personal Support LOT 2 - After school and Holiday clubs LOT 3 - Complex personal support Please find attached the draft specification, which provides further details on the expectations for each Lot. Please note that there is likely to be amendments to the specification. Every provider will be quality checked to ensure compliant with minimum requirements and work to a specification and identify an agreed pricing structure. This will ensure we have a framework contract with a list of providers who have demonstrated they meet the requirements and will enable Middlesbrough Council staff to direct award to select supplier and or buy according to prices. Tender Quality Score

This tender is a pre-market engagement exercise for short breaks for children with disabilities, presenting a well-structured but incomplete opportunity. It excels in clarity and data consistency but lacks specific details on evaluation criteria and financial requirements, impacting its overall completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender is in a 'planning' status, indicating it is a pre-market engagement, not a formal procurement yet. The CPV code is appropriate, and there are no immediate signs of disputes. The deadline, while seemingly short for a full tender, might be adequate for an engagement exercise. However, the absence of a reveal date and explicit procedural details could pose minor compliance concerns for future formal stages.

Missing reveal date
Clarity80/100

The description of services, the purpose of the exercise, and the proposed lot structure are clear. The call to action for participation is well-defined, and the attached draft specification (though content not available) is noted. The requirements for participation are explicitly stated, enhancing overall clarity.

Completeness70/100

Basic information such as title, reference, organization, estimated value, and duration is present. However, crucial details like a reveal date, specific evaluation criteria for the engagement, and detailed financial requirements are missing. The lack of content for attached documents also reduces completeness.

Missing reveal date
No evaluation criteria specified
Fairness85/100

The tender appears fair with an accessible e-submission portal and disclosure of estimated value. The division into lots promotes wider participation. There are no immediately apparent requirements tailored to specific companies. The stated intention to quality check and agree on a pricing structure suggests an objective approach.

Practicality65/100

The use of an e-submission portal (OPEN portal) enhances practicality. However, the absence of clear information on financing for the engagement phase and the lack of a specified contract start date (only a general start date for the future contract) detract from its immediate practicality for potential participants seeking to understand the full scope.

No financing info for engagement
Contract start date specified for future contract, not engagement
Data Consistency90/100

Key fields like title, reference, organization, estimated value, and duration are consistently populated. The status 'planning' aligns with the description of a pre-market engagement. There are no reported disputes or suspensions, indicating good data consistency.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. While the service itself (children with disabilities) has inherent social value, it is not articulated as a specific procurement objective within the tender's framework. There is no indication of EU funding.

No explicit mention of green procurement
No explicit mention of social aspects beyond service description

Strengths

Clear description of service and lot structure
Use of e-procurement portal for submission and queries
Disclosure of estimated value and contract duration
Well-defined participation requirements for engagement

Concerns

Missing specific evaluation criteria for the engagement
Lack of detail on financing for market engagement
No content available for attached documents
Limited explicit sustainability considerations

Recommendations

1. Provide details on the evaluation process for the market engagement responses.
2. Clarify any financing arrangements or expectations related to the pre-market engagement phase.
3. Include specific sustainability or innovation objectives if they are desired for the future contract.
