Original Tender Description

The University of Salford seeks proposals to supply and install additional PV generation to one of its buildings. The Northern Engineering Robotics Innovation Centre (NERIC) was constructed in 2022 for the University of Salford, the first building on its new Innovation Campus on Frederick Road, M6 6AP. At the time it was fitted out with 15 kWp onto its higher flat roof. The roof was originally designed to accommodate more panels, but these were reduced in a value engineering exercise. The University seeks to double the amount by adding another 15 kWp bringing the total to 30kWp on the existing higher, gravel ballasted flat roof, easily visible from google satellite, while still maintaining access to service plant and the PV system.

Tender Quality Score

This tender provides a clear technical description for a solar PV installation but suffers from critical deficiencies including the absence of full tender documents, missing evaluation criteria, and no electronic submission, significantly impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately, and no disputes are flagged. However, the missing reveal date and, more critically, the absence of actual tender document content make a full assessment of legal compliance challenging, as bidders cannot verify all mandatory disclosures or terms.

Missing reveal date
Absence of full tender document content
Clarity60/100

The technical description of the required PV system and modeling parameters is clear and detailed. However, the explicit lack of specified evaluation criteria and the absence of the University's standard T&Cs (which are referenced) create significant ambiguity for potential bidders regarding how their proposals will be assessed and what contractual obligations entail.

No evaluation criteria specified
University's standard T&Cs are referenced but not provided
Completeness40/100

While basic information like title, organization, value, and deadlines are present, the tender is critically incomplete due to the stated absence of content for all five tender documents. This means essential details, terms, and conditions are unavailable to bidders, making it impossible to submit a fully informed and compliant proposal.

Critical absence of content for all tender documents (5 total, 0 with content)
Missing evaluation criteria
Fairness30/100

The lack of accessible tender documents and the absence of specified evaluation criteria severely compromise the fairness and transparency of this procurement process. Bidders cannot understand the full scope, terms, or how their submissions will be judged. The absence of e-submission further limits equal access.

No full document access (0 documents with content)
No evaluation criteria specified
Practicality50/100

The tender provides key practical dates like contract start and duration. However, the absence of electronic submission and, more importantly, the complete lack of accessible tender documents make it highly impractical for bidders to prepare and submit a comprehensive and compliant proposal.

No electronic submission supported
Lack of accessible tender documents makes proposal preparation impractical
Data Consistency70/100

Most key fields are populated, and dates are logically consistent. However, there are minor inconsistencies such as 'Value Classified: Yes' despite the estimated value being disclosed, and the contradiction between 'Documents available' (in strengths) and 'No document content available' (in issues). Some fields like 'Liable Person' and 'Code' for Type/Procedure are empty.

Contradiction: 'Value Classified: Yes' vs. disclosed estimated value
Contradiction: 'Documents available' vs. 'No document content available'
Sustainability60/100

The project itself, involving solar PV panel installation, is inherently green procurement. However, the tender does not explicitly include any social criteria or an innovation focus beyond the core technical requirements, nor is it EU funded, which often drives higher sustainability standards.

No explicit social criteria
No explicit innovation focus

Strengths

Clear and detailed technical description of the required PV system.
Specific parameters provided for financial and carbon modeling.
Appropriate CPV code and location information.
Project inherently contributes to green energy goals.

Concerns

Critical absence of full tender document content, making comprehensive bidding impossible.
No evaluation criteria specified, leading to a lack of transparency and fairness.
No electronic submission option, hindering accessibility.
Missing reveal date and some data inconsistencies.

Recommendations

1. Immediately publish all complete tender documents, including detailed terms, conditions, and specifications.
2. Clearly define and publish the evaluation criteria to ensure transparency and fairness.
3. Implement an electronic submission portal to facilitate bidder participation.
