Original Tender Description

The Regenerative Schools Pilot: The Department for Education intends to research, develop, and deliver a series of single and dual classroom, ultra‑low‑carbon school buildings under the Regenerative Schools Programme. This will be accompanied by a package of landscaping and retrofit interventions which will support biodiversity, passive heat‑reduction (such as tree shading), fabric upgrades to existing buildings (cladding and windows), sustainable drainage systems and the creation of outdoor learning spaces. This programme will also produce case studies, guidance and resources for schools. As part of the Regenerative Schools Programme, the Department intends to appoint two parties in August 2026: an Innovation Lead and an Academic Adviser. These organisations will produce feasibility studies, research the building materials and techniques required to produce ultra‑low‑carbon school buildings and develop 6 standard designs. Then, in March 2027, the Department plans to appoint a contractor to deliver the works, using the materials and methods specified by the Innovation Lead and Academic Advisers. Separate market engagement and tender events will be held for the construction contractor’s appointment. The Innovation Lead: The Innovation Lead will serve as the Department’s primary technical partner, guiding the programme from its earliest feasibility work through to the delivery of completed buildings. Your work will include developing an understanding of each school site, identifying opportunities for nature‑led retrofit, and delivering 6 standardised concept designs for new single and dual external classroom pods, ultra‑low‑carbon buildings that meet demanding embodied carbon targets. You will explore and develop a range of regenerative material strategies, produce clear and accessible design material, and provide the technical direction needed to ensure that the Department’s ambitions for low embodied carbon, buildability and replicability are embedded from the outset. As the programme moves from concept into development, the Innovation Lead will take on a client‑side assurance role, overseeing the Contractor’s design under the Pre‑Contract Services Agreement and ensuring alignment with carbon targets, safety standards, and the Department’s technical requirements. During the delivery phase you will provide project management and technical assurance, monitor the quality of off‑site manufacture and on‑site installation, support statutory compliance, and ensure that handover, commissioning, and early operation run smoothly. You will also be responsible for producing technical guidance, case studies, and updated documentation so that learning from the programme can be scaled across the wider education estate. Please see the accompanying attachment "UK2_Notice_Regenerative Schools Pilot, Innovation Lead" for full details. In addition, guidance for registering on our e‑tendering platform, Jaggaer, is included. Please read both attachments.

Tender Quality Score

This tender for Regenerative Schools Programme technical and academic advisors is in the planning stage, outlining a clear vision for ultra-low-carbon school buildings. While generally well-defined, it lacks specific evaluation criteria and relies on external attachments for full details.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement principles, including a specified CPV code and a reasonable timeline for a planning stage notice. However, the absence of specific evaluation criteria is a notable omission that impacts the overall legal compliance, as it leaves a key aspect of the procurement process undefined.

Missing evaluation criteria
Clarity80/100

The description of the programme and the roles of the Innovation Lead and Academic Adviser is comprehensive and clearly outlines the objectives and expected deliverables. The use of external attachments for further detail is acceptable, provided they are readily accessible.

Completeness70/100

Key information such as the estimated value, contract duration, and start date are provided. However, the lack of content for the attached documents means critical details are not immediately accessible within the primary notice, reducing overall completeness.

No document content available
Fairness85/100

The tender aims for a fair process by clearly defining the roles and responsibilities for the Innovation Lead. The use of an e-tendering platform (Jaggaer) is standard. The fairness is slightly impacted by the lack of explicitly stated evaluation criteria, which could lead to perceptions of subjectivity.

Practicality65/100

The tender specifies submission via an e-tendering platform (Jaggaer), which is practical. However, the absence of a clear contract start date in relation to the submission deadline might pose minor logistical challenges for bidders. The requirement to submit in multiple languages (Estonian, Latvian, Polish, Lithuanian) for a UK-based tender is unusual and might impact practicality for some bidders.

Unusual multi-language submission requirement for a UK tender
Data Consistency90/100

Key fields like title, reference, organization, value, and deadlines are populated logically. The status as 'planning' aligns with the timeline and the fact that detailed tender events are to follow. There are no apparent contradictions or missing essential data points within the provided notice itself.

Sustainability50/100

The programme's core objective is the development of 'ultra-low-carbon school buildings' and 'regenerative material strategies,' indicating a strong focus on environmental sustainability. However, the tender notice does not explicitly mention green procurement policies or social value aspects beyond the environmental focus.

No explicit mention of social value criteria

Strengths

Clear vision for ultra-low-carbon school buildings
Detailed description of roles and responsibilities
Utilization of e-procurement platform
Comprehensive project objectives

Concerns

Missing evaluation criteria
Reliance on external attachments for full details
Unusual multi-language submission requirement for a UK tender

Recommendations

1. Include explicit evaluation criteria in the tender documentation.
2. Provide direct access or summaries of key information from the attachments.
3. Clarify the necessity and rationale for multi-language submissions if it's a mandatory requirement.
