Original Tender Description

Knowsley Metropolitan Borough Council (KMBC) manages a closed, unpermitted landfill site located at Stadt Moers Park, Pottery Lane, Whiston, L35 3RG ("the Site"). The Site received waste between 1945 and 1983, including fly ash and domestic refuse and has subsequently been restored into a Country Park with public access which is managed by KMBC under Part IIA of the Environmental Protection Act 1990. As part of the management of the Site, leachate generated within the historic landfill is discharged to sewer in accordance with trade effluent discharge consent (TEDC) 693T02074HUY1 issued by United Utilities (UU) (Appendix A). Prior to discharge, the leachate is treated within an existing methane stripping plant (MSP) which was designed and built in 2005/6 and is located at the southern end of the Site, to the east of the M57 motorway and to the west of "Tushingham's Lake" at national grid reference SJ 46071 90331. A number of operational issues have been experienced with the current treatment system and KMBC therefore wish to upgrade the system to one which will provide more efficient and reliable treatment with a lower demand for operation and maintenance activities than the current system. Key objectives for the project include: - the provision of reliable compliance with the conditions of TEDC 693T02074HUY1 presented within Appendix A throughout the intended design life of 25 years; - the provision of reliable pumping of the leachate accumulating within the sump adjacent to the MSP compound to prevent the sump from overtopping throughout the intended design life of 25 years; - minimising the H&S risks to operational personnel and members of the public associated with leachate management at the Site; - minimising the visual, audible and odour related impacts of the leachate management system to preserve the amenity value of the park; - minimising the ongoing operational costs of achieving compliance with TEDC 693T02074HUY1 and preventing the sump from overtopping.

Tender Quality Score

This tender presents a clear project description and objectives for an essential environmental upgrade. However, significant concerns exist regarding the absence of evaluation criteria, lack of e-submission, and inconsistencies in financial data.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately, and no disputes are reported. It refers to UK public procurement regulations, indicating compliance with national frameworks. The missing reveal date and empty codes are minor administrative omissions.

Missing reveal date
Empty codes for procedure type
Clarity65/100

The project description and AI-extracted requirements are clear, detailed, and unambiguous, outlining key objectives and performance conditions. However, the complete absence of specified evaluation criteria significantly hinders clarity for potential bidders.

Missing evaluation criteria
Completeness70/100

Most essential information, including title, reference, organization, deadlines, estimated value, duration, and location, is provided. All listed documents are available. The primary deficiency is the lack of defined evaluation criteria.

Missing evaluation criteria
Fairness55/100

While document access is provided and requirements are not overtly tailored, the absence of evaluation criteria severely compromises transparency and objectivity in the assessment process. The lack of e-submission creates an unequal playing field, and the financial value inconsistency can confuse bidders.

Missing evaluation criteria
No e-submission
Practicality65/100

The contract start date and duration are clearly specified. However, the lack of electronic submission is a significant practical drawback, potentially increasing administrative burden for bidders and the contracting authority.

No e-submission
Data Consistency60/100

Key fields are mostly populated, and dates are logical. However, there is a notable inconsistency in the estimated value, stated as EUR 180,000.00 in basic info and £150,000 in an official document, which can lead to confusion. Empty codes for procedure type and missing liable person are minor inconsistencies.

Inconsistency in estimated value currency (EUR vs GBP)
Empty codes for procedure type
Sustainability55/100

The project inherently contributes to environmental sustainability through leachate treatment and includes social aspects by minimizing H&S risks. However, the tender does not explicitly incorporate broader green procurement criteria, innovation focus, or specific social clauses beyond the project's core objectives.

No explicit broader green procurement criteria
No explicit innovation focus
