Original Tender Description

Asset Management are a directorate within Places for London whose primary goal is to generate increased non-fare revenue for Places for London, and TfL, through the leasing of property. This request seeks the appointment of a Contractor to undertake the construction works for the Canning Town retail project to create one new commercial unit in the Canning Town LU station ticket hall. The Contractor would also be the Principal Contractor under CDM Regulations 2015 from supply through to testing and commissioning. The scope of contract includes the build, testing and handover of the retail unit. The principal contractor will transform several operational rooms into a single retail space with a glazed shopfront opening onto the public area within the main ticket hall of Canning Town station. This transformation will not only upgrade the existing services but also create a vibrant retail space.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including the use of a proper CPV code and a clear procedure for open competition below the threshold. No disputes are reported. The deadline, while potentially tight, is within a reasonable range for a project of this nature. The absence of a reveal date is a minor oversight.

Missing reveal date
Clarity80/100

The description of the project is clear, outlining the objective to create a new retail unit within the Canning Town LU station ticket hall and the requirement for the contractor to act as Principal Contractor under CDM Regulations 2015. The scope of work, including build, testing, and handover, is well-defined. However, the lack of specified evaluation criteria leaves some ambiguity for bidders.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. The CPV code is provided. The use of an open competition procedure and the disclosure of value contribute to fairness. There is no indication of requirements tailored to specific companies.

Practicality65/100

The tender specifies a contract duration and start date, and the estimated value is provided. However, the lack of information regarding e-submission methods and the absence of document content make the submission process less practical for potential bidders. Financing information is also not detailed.
