Original Tender Description

DfT provision of a C++ Programmer. The supplier will be providing technical support on the C++ part of the DfT National Aviation Passenger Allocation Model (NAPAM). The supplier will work alongside other transport modellers, economists, and analysts to develop and maintain NAPAM. The central part of this model is a bespoke module written using Microsoft .NET C++ environment with Excel used to input/output data (c. 10,000 lines of code). This module performs mathematical calculations iteratively until a solution that meets user defined inputs is achieved (e.g. passengers at a particular airport not exceeding a set value). The requirement entails providing ad-hoc software development support of the bespoke C++ module to expert users. The contract duration is for 3-years (36-months), with no option to extend. This contract is a call-off with a maximum budget of £120,000.00 excluding VAT. This budget is non-committal – therefore the Authority cannot guarantee volume and spend. To access the full ITT pack, bidders are required to register to DfT'S e-sourcing platform.

Tender Quality Score

This tender for a C++ Programmer is generally well-structured with clear technical requirements and a defined budget. However, it lacks explicit evaluation criteria and relies on an e-sourcing platform for full access, which may impact accessibility for some bidders.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including the use of a proper CPV code and an open competition procedure. Deadlines are provided, though the submission deadline might be considered short given the need for registration and accessing the full ITT pack. No disputes are noted. The procedure is 'Below threshold - open competition', which implies certain regulatory relaxations but still requires adherence to core principles.

Clarity80/100

The description of the required C++ programmer role and the context of the NAPAM model is clear and detailed. Technical requirements are specified, including experience with C++ and the .NET environment. The conditions for accessing the full tender pack are also clearly outlined.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. However, the full ITT pack is not directly available, requiring registration on an external platform. Crucially, evaluation criteria are missing, which is a significant omission.

Full ITT pack not directly accessible
Missing evaluation criteria
Fairness85/100

The tender discloses the estimated value and uses an open competition procedure, promoting fairness. The requirements are generally objective and technical. The reliance on a specific e-sourcing platform for full access is a standard practice but could be a minor barrier. There are no apparent requirements tailored to specific companies.

Practicality65/100

The tender specifies e-submission via an e-sourcing platform, which is practical. A document URL is provided for accessing the ITT pack after registration. The contract start date and duration are clear. Financing information is implicitly linked to the estimated value, but specific payment terms are not detailed. The budget is stated as non-committal, which adds a layer of uncertainty for potential suppliers.

Budget is non-committal, impacting guaranteed spend
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no noted suspensions or disputes. The dates provided (submission deadline, contract start) are logically ordered. The contract duration is consistent with the stated 3-year term.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements. It is not indicated as EU funded. This suggests a lack of focus on sustainability criteria.

No explicit mention of green procurement
No explicit mention of social criteria

Strengths

Clear technical requirements for C++ programmer role
Defined estimated value and contract duration
Open competition procedure
Use of e-sourcing platform for submission

Concerns

Missing evaluation criteria
Full ITT pack requires registration on external platform
Non-committal budget may limit guaranteed spend
Lack of sustainability considerations

Recommendations

1. Specify evaluation criteria clearly within the tender documentation.
2. Consider providing a direct link to download the ITT pack or a summary of its contents without mandatory registration.
3. Incorporate sustainability or innovation criteria if applicable to align with modern procurement practices.
