Original Tender Description

Gwynedd Council and Isle of Anglesey County Council are preparing to procure a new Structures & Coastal Maintenance Framework under the NEC4 suite of contracts. The Framework will support the routine, reactive, planned, and emergency maintenance of a wide range of structural and coastal assets across both counties. To engage with the market and ensure the framework design is realistic, deliverable, and aligned with contractor capacity, the Authorities will be holding a two‑day pre‑market engagement event, where suppliers can book individual 1:1 sessions with the project and procurement teams. The engagement aims to: Present the proposed framework structure; Share early details on the scope of works, NEC4 contract approach, and call‑off mechanisms. Discuss selection methods, including direct award and mini‑competition. Obtain market feedback on risks, specialist capabilities, resource availability, pricing approaches and constraints (including marine, tidal and difficult‑access works). Understand contractor capacity for emergency response and rapid mobilisation. This engagement will help refine the tender documents prior to the Contract Notice being published. The engagement is suitable for contractors with experience in any of the following: Structural maintenance and repair; Marine and coastal engineering; Geotechnical engineering (including difficult‑access works); Highway structures and emergency/reactive maintenance; Marine access, tidal working and temporary works; Civil engineering in constrained or sensitive environments. SMEs are encouraged to participate. The two‑day event will consist of pre‑booked 1:1 sessions. Each contractor will have an opportunity to: Discuss proposed Lots, contract types and work order processes; Provide feedback on deliverability, pipelines and capacity; Raise queries on standards, KPIs, social value expectations and insurance requirements; Highlight innovations, efficiencies, and market conditions; Comment on the practicalities of direct award vs mini‑competition. Sessions are confidential and not shared between suppliers.

Score Breakdown

Legal Compliance75/100

The tender is in a planning phase, so formal legal compliance checks are premature. However, the mention of NEC4 contracts suggests adherence to established procurement practices. The absence of a formal procedure code and the 'planning' status indicate it's not yet a legally binding tender notice.

Procedure type not specified
Status is 'planning'
Clarity80/100

The description is clear about the intended framework, its purpose, and the pre-market engagement process. The eligibility and technical capabilities are well-defined based on the engagement's objectives. However, the lack of actual tender documents and evaluation criteria means full clarity on the procurement process is missing.

No evaluation criteria specified
Completeness70/100

Basic information such as title, organization, estimated value, and duration is present. However, crucial elements like specific tender documents, detailed exclusion grounds, and financial requirements are missing, as expected in a planning stage. The submission deadline is provided, but the context is pre-market engagement.

No document content available
No specific mandatory exclusion grounds detailed
Fairness85/100

The pre-market engagement is designed to be inclusive, encouraging SMEs and seeking broad market feedback. The session format is confidential, promoting open discussion. The requirements are experience-based and not tailored to specific companies, indicating a fair approach to market engagement.

Practicality65/100

The tender is in a planning phase, so e-submission is not applicable yet. The contract start date and duration are specified. Financing information is not detailed, and the focus is on market engagement rather than immediate submission practicality.

No e-submission specified (expected for planning stage)
Financing information not detailed
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated logically. There are no reported disputes or suspensions. The dates provided are consistent with a planning phase.
