Original Tender Description

Nottinghamshire Police wishes to procure a cannabis biodigester that renders seized cannabis plant material non-recoverable, converting it to grey water for lawful discharge under UK environmental legislation. The machine must be able to digest "fresh" plants as well as dried leaves with "gummy" edible cannabis products optional but preferred. The machine must be able to handle ~20 tonnes per year. Suppliers must size the unit to meet or exceed this throughput. Suppliers must also note if fresh cannabis plants must be shredded or could be to improve machine efficiency. The unit will be installed at a secure police site and operated by trained police staff under chain-of-custody controls. Odour control: sealed drum/process with no persistent odour in normal operation. Express interest by emailing richard.hughes@notts.police.uk.

Tender Quality Score

This tender for a cannabis biodigester is generally well-structured with clear technical requirements and a disclosed budget. However, it lacks explicit evaluation criteria and relies on email for initial expressions of interest, impacting its practicality and fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements for a below-threshold procurement. The CPV code is appropriate, and the procedure is stated. However, the absence of a reveal date for documents and the short submission deadline (14 days) could be a minor concern regarding reasonable timelines, though not a critical legal flaw for this procurement type.

Missing reveal date for documents
Potentially short submission deadline
Clarity80/100

The description of the required cannabis biodigester is detailed and specific, covering functional requirements, throughput, material types, and odour control. The AI-extracted requirements further break down these needs clearly. The primary clarity issue is the lack of specified evaluation criteria.

No evaluation criteria specified
Completeness70/100

Most essential information is present, including title, reference, organization, estimated value, contract duration, and start date. The description is comprehensive. However, the lack of accessible tender documents (0 documents with content/summaries) is a significant gap in completeness.

No tender document content available
Fairness85/100

The tender is open competition, and the value is disclosed, which promotes fairness. The requirements are specific to the technical need rather than favouring a particular company. The main fairness concern is the reliance on email for expressing interest, which is less transparent and accessible than a dedicated e-procurement portal.

Reliance on email for expressions of interest instead of an e-procurement portal
Practicality65/100

The estimated value and contract duration are clear. However, the submission process, requiring an email to express interest rather than a formal e-submission, is not practical. The lack of accessible tender documents also hinders practical engagement for potential suppliers.

No e-submission process
Lack of accessible tender documents
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported disputes or suspensions. The dates provided (submission deadline, contract start) are consistent with the contract duration.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements. It is also not indicated as EU funded. This suggests a lack of focus on sustainability criteria.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear and detailed technical requirements
Disclosed estimated value and contract duration
Appropriate CPV code provided
Open competition procedure

Concerns

Lack of accessible tender documents
No evaluation criteria specified
Reliance on email for expressions of interest
Absence of sustainability considerations

Recommendations

1. Provide full tender documentation through a dedicated portal or link.
2. Specify clear evaluation criteria for bids.
3. Consider integrating sustainability aspects into future tenders.
