Original Tender Description

The London Borough of Barnet is seeking to engage with the market ahead of a forthcoming procurement for Accommodation and Support Services. Barnet Council’s vision is to work collaboratively with providers to deliver dynamic, strength based supported living services in high quality accommodation settings. We want to ensure that support is responsive to changing needs and built around people’s strengths and aspirations. Our ambition is to commission services that consistently deliver good outcomes – supporting individuals to progress towards greater independence, with effective support planning, personalised approaches, and clear, well coordinated move on pathways. This notice is issued in accordance with sections 16 and 17 of the Procurement Act 2023 to seek market input before the commencement of a formal procurement process. This notice is issued to inform and invite potential providers to participate in early market engagement activities. This is not a call for competition, and no tender will be awarded from responses to this notice.

Good

Tender Quality Score

This is a pre-procurement market engagement notice, not a formal tender. It clearly outlines the council's vision and seeks market input, but lacks specific details for a full evaluation.

Score Breakdown

Legal Compliance75/100

The notice is issued under specific sections of the Procurement Act 2023, indicating a structured approach. However, as it's a market engagement, formal compliance elements like CPV codes and clear procedures are not fully applicable yet. The deadline is for market engagement, not a tender submission.

Clarity80/100

The description of the desired services is clear and well-articulated, focusing on a strength-based, person-centred approach. The AI-extracted requirements provide a good overview of the expected service characteristics.

Completeness70/100

While the notice provides essential information like the organization, estimated value, and contract duration, it is incomplete as a tender document because it explicitly states it is not a call for competition and no tender will be awarded. Key details for a formal tender, such as evaluation criteria and specific submission requirements, are absent.

Missing evaluation criteria
No specific submission requirements for a tender
Fairness85/100

The notice is open to all potential providers for market engagement, promoting broad participation. There are no indications of tailored requirements for specific companies. The estimated value is disclosed, and the process is transparent in its intent to gather market input.

Practicality65/100

As this is a market engagement notice, e-submission is not applicable for a tender. The contract start date and duration are provided. However, financing information is not detailed, and the lack of a formal e-procurement platform for this stage is noted.

No e-submission for this stage
Financing information not detailed
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and contract dates are populated. There are no reported disputes or suspensions. The dates provided are logical for a planning stage.

Sustainability50/100

The notice does not explicitly mention green procurement, social aspects, innovation, or EU funding, which are common elements in modern tenders. This suggests a lack of focus on these areas in the current engagement.

Not green procurement
No social criteria

Strengths

Clear vision and objectives for service delivery
Open market engagement approach
Disclosure of estimated value and contract duration
Issued under relevant procurement legislation

Concerns

Not a formal tender, lacks tender-specific details
Absence of evaluation criteria
Limited information on sustainability aspects
No specific details on financing

Recommendations

1. Clearly define evaluation criteria for the future formal procurement.
2. Incorporate sustainability and social value considerations into the future tender documents.
3. Provide more detailed information on financing mechanisms for potential providers.
