Original Tender Description

Provision of fencing installations, maintenance, security works, welding/fabrication and associated groundworks across the London Borough of Harrow's estate (parks, open spaces, cemeteries, allotments, car parks, corporate buildings and highway boundaries). Harrow has 22 wards and approx. 261,000 residents according to 2021 census information. We are responsible for maintaining around 160-200 parks buildings (including outbuildings), 57 parks and open spaces, around 20 nature reserves, around 10 cemeteries, 34 allotment sites and 1615 roads covering 457 km of highways within the Borough boundaries. There is an ongoing requirement to support the Environmental service areas within the Culture, Environment and Economy Directorate. The types of work undertaken are varied and include all types of new fencing installation, reactive security welding repairs and maintenance, telescopic bollard installations, removal of playground equipment, and groundworks. Services are predominantly performed at Council owned Parks and Open Spaces, Car Parks and boundaries adjacent to Highways. Work volume is variable with seasonal peaks and troughs in demand or triggered by specific projects and initiatives the Council are working on. The appointed supplier/s would have the ability to react quickly in certain circumstances to secure sites that have been targeted by vandals or thieves or that may pose an urgent health and safety risk. As such this aspect of the service would suit locally based suppliers with readily available resource in the area. We are currently considering how to approach the market to ensure we can deliver the services to offer the best possible outcomes for our residents. To assist us with developing a market compatible tender we would welcome your feedback through market engagement participation.

Tender Quality Score

This tender is in the planning stage, indicating a pre-procurement phase. It provides a clear description of services and estimated value but lacks crucial details like evaluation criteria and specific submission requirements, impacting its immediate usability.

Score Breakdown

Legal Compliance75/100

The tender is in a planning status, which means formal legal compliance checks are premature. However, the presence of a reference number, organization, and CPV code suggests adherence to basic procedural elements. The deadline of April 10, 2026, for a contract starting October 22, 2026, provides a reasonable timeframe, but the absence of a reveal date is a minor procedural gap.

Missing reveal date
Clarity80/100

The description of services is comprehensive, detailing the scope of work, the geographical area, and the types of facilities involved. The AI-extracted requirements provide a good overview of expected capabilities. However, the lack of specified evaluation criteria leaves potential bidders uncertain about how their submissions will be assessed.

No evaluation criteria specified
Completeness70/100

Key information such as the title, reference, organization, estimated value, contract duration, and start date are present. The CPV code is also provided. However, the absence of any attached tender documents or content within them, and the lack of detailed submission requirements, significantly reduces its completeness for immediate action.

No document content available
No specific submission forms/templates provided
Fairness85/100

The tender is divided into parts, which can promote competition. The estimated value is disclosed, and the deadline appears reasonable. The preference for 'locally based suppliers' might be perceived as slightly favouring specific entities, though it is justified by the need for rapid response. The lack of detailed evaluation criteria could lead to subjective assessments.

Preference for locally based suppliers could be perceived as favouritism
Lack of specified evaluation criteria
Practicality65/100

The tender is in a planning phase, and e-submission is not explicitly mentioned, which is a drawback. The contract start date and duration are specified. Financing information is not detailed, and the lack of readily available tender documents hinders practical engagement at this stage.

No e-submission mentioned
Financing information not detailed
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. The dates provided (submission deadline and contract start) are logically sequenced. There are no indications of suspension or disputes. The CPV code is present and relevant.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements. It is also not indicated as EU funded. This suggests a lack of focus on these important sustainability dimensions.
