Original Tender Description

This is a pre-market engagement document and is not a tender document. The outcome expected of this market engagement is to guide the Council's future procurement for these works, and for potential providers to put forward their interest, should this proceed to a tender stage in future. It is intended that providers can submit comments about these documents which potentially could be used to assist us should this progress to a tendering stage. South Holland District Council (SHDC) and Boston Borough Council (BBC) are seeking an Arborist / suitably qualified inspector, to complete an inventory of trees on Council land with an assessment of risk in the respective areas, as follows: 1. Zone all SHDC and BBC sites (see A1 in the example strategy attached, Appendix A) - desk exercise 2. Carry out an inventory of trees across all sites - collect data as per current Industry/Forest Research Data Standards 3. Undertake Active Assessment of those trees in Zones of High Confluence 4. Train Council 'parks and gardens' staff to be able to undertake Passive Assessment (half a day in the field)

Tender Quality Score

This is a pre-market engagement document, not a formal tender. It outlines the scope for tree risk surveys and management plans, seeking feedback from potential providers. While clear in its intent, it lacks formal tender elements like evaluation criteria and detailed financial information.

Score Breakdown

Legal Compliance75/100

The document is identified as a pre-market engagement, not a formal tender, which impacts the assessment of legal compliance. However, it provides a clear reference number and organization. The CPV code is present. The submission deadline is provided, though its reasonableness for a market engagement is debatable. The absence of a formal procedure code and type is expected for this stage.

Clarity80/100

The description of the required services (tree inventory, risk assessment, staff training) is clear and well-defined. The AI-extracted requirements accurately reflect the stated needs. The purpose of the document as a market engagement is explicitly stated, managing expectations.

Completeness70/100

As a pre-market engagement, it is expected that not all tender-specific information is present. Basic information like title, reference, organization, and a description of the intended scope are provided. Contract duration and start date are specified. However, estimated value is not disclosed, and no tender documents with content are available.

Estimated Value not disclosed
No document content available
Fairness85/100

The document is open to all interested parties to provide comments, fostering a degree of fairness. The objective is to guide future procurement, which is a transparent approach. However, the lack of disclosed value and specific evaluation criteria for the market engagement phase means that the fairness of a future tender cannot be fully assessed at this stage.

Practicality65/100

The document specifies a submission deadline for comments and the contract duration. The contract start date is also provided. However, it is not an e-submission platform for a tender, and there is no information on financing. The primary purpose is feedback, not a formal submission.

No e-submission
Data Consistency90/100

Key fields such as title, reference, organization, and dates are populated. The status is 'planning', which is consistent with a pre-market engagement. There are no reported disputes or suspensions. The dates provided are logical within the context of planning.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within this pre-market engagement document. Therefore, sustainability considerations are not addressed.

Not green procurement
No social criteria
