Score Breakdown

Legal Compliance75/100

The tender follows a restricted procedure and mentions CPV code 85140000. The submission deadline is clear. No disputes are recorded. The process seems compliant with standard procurement regulations.

Clarity80/100

The description of the service and the three distinct lots is clear. The requirement for providers to have suitable premises is explicit. However, a lack of detailed technical capability requirements and evaluation criteria could reduce clarity for potential bidders.

No evaluation criteria specified
Completeness70/100

Basic information such as title, organization, reference, and deadline is present. The estimated value is disclosed. The tender specifies three lots and a key eligibility requirement (suitable premises). However, the duration and contract start date are not provided, and document content is unavailable.

No document content available
Missing contract duration
Fairness85/100

The Most Suitable Provider (MSP) process is indicated, suggesting a focus on provider capability. The value is disclosed, and the procedure is stated. The main concern for fairness relates to the lack of explicitly defined objective evaluation criteria and the absence of specific technical requirements which could lead to perceived subjectivity.

Missing evaluation criteria
Practicality65/100

The tender specifies e-procurement and provides a submission deadline. It mentions the contract start date indirectly through the context of winter pressures, but it is not explicitly stated. The lack of detailed financial information beyond the estimated value and the absence of explicit financing details for mobilization may present practical challenges for bidders.

Missing contract start date
No financing info
Data Consistency90/100

Key fields like title, organization, reference, deadline, and CPV are populated. There are no reported disputes. The dates provided are logical within the context of the tender. The estimated value is consistently stated.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the tender description. While the services provided indirectly contribute to public health (a social aspect), it is not framed within a sustainability context. The tender is EU funded, but this is not detailed.
