Original Tender Description

The Gambling Commission, an Arm’s-Length Body with approximately 400 employees, is commencing early market engagement to inform the potential procurement of an integrated HR, Learning Management System, Payroll, Finance and Commercial system. Our organisation operates in a regulated public sector environment and requires systems that support accurate statutory compliance, strong governance, and efficient end-to-end processes across the employee and financial lifecycle. We are particularly interested in solutions already proven within the UK public sector. This expression of interest is issued solely for market engagement purposes. This is not a call for competition. The purpose is to: - understand the maturity, capability and market availability of systems suitable for small to mid-sized public bodies - assess whether a single integrated platform or a modular "best-of-breed" approach is more suitable - identify functional, technical and commercial considerations that should shape a future procurement - explore implementation options and indicative cost models Suppliers with relevant HR, payroll, learning management, finance and/or commercial/procurement systems are invited to participate.

Tender Quality Score

This is a pre-market engagement notice for corporate services IT, focusing on gathering market information rather than a formal procurement. The documentation is clear about its purpose but lacks specific details for a formal tender.

Score Breakdown

Legal Compliance75/100

The notice is for market engagement, not a formal procurement, which explains the absence of a formal procedure, CPV code, and clear deadlines for a competition. The estimated value is nominal, reflecting its pre-procurement nature. The timeline for market engagement is reasonable.

Clarity80/100

The description clearly outlines the purpose of the market engagement, the organization's needs, and the types of suppliers sought. The AI-extracted requirements accurately reflect the information provided, highlighting the focus on understanding market capabilities.

Completeness70/100

While the notice provides essential information for market engagement (title, reference, organization, description, duration, start date, CPV), it lacks details expected in a formal tender, such as specific evaluation criteria or detailed financial information beyond the nominal value. The absence of document content is a limitation.

No document content available
Fairness85/100

As a market engagement exercise, fairness is high. It explicitly states it's not a call for competition, inviting broad participation. The criteria for participation are based on supplier capability and relevance, not specific company endorsements. The preference for UK public sector proven solutions is a reasonable, objective criterion for this context.

Practicality65/100

The notice is for market engagement, so e-submission is not applicable in a formal sense. The contract start date and duration are specified, but financing information is absent, which is acceptable for this stage. The lack of a formal e-procurement process is expected for pre-market engagement.

No e-submission
Data Consistency90/100

Key fields such as title, reference, organization, and dates are populated logically. There are no indications of suspension or disputes. The nominal value is consistent with a market engagement notice.

Sustainability50/100

The notice does not mention any specific green procurement, social aspects, or innovation focus. It is not indicated as EU funded.

Not green procurement
No social criteria

Strengths

Clear purpose for market engagement
Well-defined organizational needs
Objective eligibility criteria for participation
Logical timeline for engagement

Concerns

Lack of detailed tender documents
Absence of formal evaluation criteria (expected for market engagement)
No explicit sustainability considerations

Recommendations

1. For future formal tenders, ensure comprehensive documentation and clear evaluation criteria are provided.
2. Consider incorporating sustainability and innovation aspects into future procurement strategies.
