Original Tender Description

This is a Preliminary Market Engagement Notice, MOPAC are seeking views on a proposed procurement for an Independent Delivery Body for the Community Scrutiny Transformation Programme in London. The model of Community Scrutiny of the Metropolitan Police and the proposed structure of set-piece tasks and meetings is largely volunteer-based. Hence, the main role of the Community Scrutiny Independent Delivery Body (CSIDB) will be volunteer co-ordination and management. This includes some volunteer recruitment; providing coordinated support and resources to empower local volunteers to deliver consistent, high-quality scrutiny within the proposed structural framework; and the collating and reporting on outcomes. While the notice provides essential information and outlines key technical capabilities, it lacks detailed evaluation criteria and specific eligibility requirements, impacting completeness and clarity.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by providing a reference number, organization details, and a CPV code. However, the absence of a reveal date and specific evaluation criteria could pose minor compliance issues in a full procurement process. The deadline is noted as potentially short, but this is a preliminary notice.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the programme and the role of the Independent Delivery Body is clear. The AI-extracted technical capabilities are well-defined. However, the lack of explicit eligibility and financial requirements leaves some ambiguity for potential bidders.

No specific eligibility requirements detailed
No specific financial requirements detailed
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The description is adequate for a preliminary notice. However, the absence of detailed evaluation criteria, specific eligibility, and financial requirements means the documentation is not fully complete for a formal tender.

No document content available
Missing evaluation criteria
Fairness85/100

The tender is fair in that it discloses the estimated value and provides access to the Delta eSourcing portal for more information and response. The criteria for technical capability are objective. However, the lack of detailed eligibility and financial requirements could inadvertently favor larger organizations or those with prior knowledge of MOPAC's processes.

No specific eligibility requirements detailed
No specific financial requirements detailed
Practicality65/100

The tender directs bidders to an e-sourcing portal for information and response, which is practical. The contract start date and duration are specified. However, the lack of explicit financing information and the absence of direct document downloads (requiring portal access) slightly reduce overall practicality.

No document content available
No financing info specified
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated logically. There are no reported disputes or suspensions. The timeline appears consistent for a preliminary notice.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.
