Original Tender Description

The framework will be open to members of CPC, listed at https://www.thecpc.ac.uk/members, including future members meeting requirements at https://www.thecpc.ac.uk/about/how-to-join. Tender Quality Score

This open competitive flexible procedure tender for corporate software and services is generally well-structured with clear eligibility. Key concerns are the lack of explicit evaluation criteria and the availability of tender document content.

Score Breakdown

Legal Compliance75/100

The tender follows a competitive flexible procedure and correctly specifies a CPV code. Deadlines appear reasonable given the estimated value and contract duration. No disputes are flagged. Regulatory compliance is assumed based on the active status and procurement type.

Clarity80/100

The description of the framework's purpose and accessibility is clear. However, the absence of specified evaluation criteria creates ambiguity for potential bidders regarding how proposals will be assessed.

Missing evaluation criteria specified.
Completeness70/100

Most basic information is present, including estimated value, duration, and contract start date. However, the crucial detail of tender document content is missing, which significantly impacts completeness.

No tender document content/summaries available.
No specific mandatory exclusion grounds detailed.
Fairness85/100

The framework is open to a defined set of eligible public sector bodies, promoting broad access. The disclosure of estimated value and use of a competitive procedure are positive. The accessibility via multiple channels and clear eligibility criteria enhance fairness. There are no apparent requirements tailored to specific companies.

Practicality65/100

While the tender outlines a competitive flexible procedure, it lacks details on e-submission and a direct URL to the full tender package or associated documents. Financing information is not provided, and while the contract duration is set, the start date implies a gap.

No e-submission specified.
No direct URL to tender documents or submission portal.
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. The contract start date is logical relative to the submission deadline. No suspension or disputes are noted.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements, nor is it indicated as EU funded. This suggests a lack of focus on these areas.

Not green procurement.
No social criteria mentioned.

Strengths

Clear description of framework purpose and eligibility.
Well-defined estimated value and contract duration.
Open to a wide range of public sector bodies.
Active status and competitive procedure.

Concerns

Lack of specified evaluation criteria.
No accessible content or summaries for tender documents.
Absence of e-submission details and document URL.
No explicit sustainability or innovation criteria.

Recommendations

1. Provide clear and detailed evaluation criteria.
2. Make full tender documentation readily accessible with clear URLs or submission portal details.
3. Consider incorporating sustainability and innovation objectives into the tender requirements.
