Original Tender Description

The UK Portfolio is seeking a single supplier or consortium of suppliers to conduct an impact evaluation of the UK Fund and provide a range of learning services to UK Fund grantholders. The UK Fund is a funding programme that cover two distinct thematic areas: - Connected Communities - CYP and Youth Voice. The key themes that run across the different thematic areas include voice, relationship building, agency, community systems and lived experience. The evaluation and learning contract will adopt a collaborative, co-design approach that engages all grantholders, ensuring that all activities align with their learning needs. The supplier is also encouraged to involve the communities with whom the projects work, enabling them to shape and contribute to the learning and evaluation processes.

Tender Quality Score

This tender for UK Fund Monitoring Evaluation & Learning is generally well-structured with clear objectives and estimated value. Key areas for improvement include specifying evaluation criteria and ensuring easier access to tender documents.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements with a clear procedure and CPV code. The deadline, while potentially short, is present. However, the absence of specific evaluation criteria and a clear reveal date could pose minor compliance issues if not addressed promptly.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the UK Fund and the expected services is comprehensive. Requirements are articulated clearly, covering mandatory exclusions, eligibility, technical, and financial aspects. The dual thematic areas and emphasis on equity and systems change are well-defined.

Completeness70/100

Most essential information is present, including title, organization, estimated value, duration, and contract start date. However, the critical lack of access to the full tender documents prevents a complete assessment of completeness, as specific submission details and supporting information are missing.

No document content available
Fairness85/100

The fairness is generally good, with the value disclosed and a clear open procedure. The requirements are focused on capability and experience rather than specific company affiliations. The encouragement of community involvement also promotes a fairer process.

Practicality65/100

While the contract start date and duration are specified, the lack of explicit mention of e-submission or a provided document URL for the tender documents limits practicality. The submission languages are listed, which is helpful, but the overall submission process needs more clarity.

No e-submission mentioned
Document URL not provided
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and timeline are consistently populated. There are no immediate indications of disputes or suspensions, and the dates provided are logical within the context of a tender process.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. While the focus on equity is a positive social aspect, it is not framed within broader sustainability objectives. It is also not indicated as EU funded.

Not green procurement
No explicit social criteria beyond equity focus
