Original Tender Description

Thurcroft Parish Council invites suitably qualified and experienced playground design and installation companies to submit a tender for the design, supply, and installation of a revitalised children's playground at: Location: Gordon Bennett Memorial Hall, Green Arbour Rd, Thurcroft, Rotherham, S66 9DD. The Council wishes to create a safe, inclusive, and engaging play environment with clearly defined areas for younger and older children, and to relocate an existing teenage hut to a more appropriate area of the site or nearby land. The current playground no longer adequately meets the needs of all age groups. In particular: • There is insufficient separation between younger children and older users • Existing equipment lacks progression and challenge • The current location of the teenage hut impacts the enjoyment and safety of younger children The Parish Council seeks innovative proposals that address these issues while remaining sympathetic to the surrounding community. ________________________________________ Project Objectives Tenderers should demonstrate how their proposals will: • Provide distinct play zones for: o Younger children (approx. ages 2-6) o Older children (approx. ages 7-12+) • Improve safety, supervision, and accessibility • Encourage active, imaginative, and social play • Reduce conflict between different age groups • Relocate the existing teenage hut to a more suitable location (specified by the council) • Deliver a durable, low-maintenance solution ________________________________________ Scope of Works The scope includes, but is not limited to: 5.1 Design • A full playground layout plan • Clear zoning for younger and older children • Consideration of natural or physical separation (e.g. planting, fencing, surfacing, pathways) • Integration of the relocated teenage hut into an appropriate area 5.2 Equipment & Installation • Supply and installation of age-appropriate play equipment • Removal and relocation of the teenage hut to include any necessary groundwork, bases, or minor modifications • Groundworks and surfacing • Compliance with all relevant safety standards (e.g. EN 1176 / 1177) ________________________________________ Design Requirements Younger Children's Area (Indicative) • Low-level equipment suitable for early years • Inclusive and sensory play elements • Safer surfacing • Good visibility for parents and carers Older Children's Area (Indicative) • More challenging and adventurous equipment • Opportunities for physical activity and social interaction • Equipment that discourages misuse of younger play areas

Tender Quality Score

This tender for a children's playground revamp is generally well-structured, with clear objectives and scope. However, it lacks explicit evaluation criteria and details on document access, impacting overall quality.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements, including a specified CPV code and a clear procedure for open competition below the threshold. Deadlines are provided, though the contract duration is very short. No disputes are noted. The absence of explicit evaluation criteria is a minor concern for legal compliance.

Clarity80/100

The description of the project is clear, outlining the need for a safe, inclusive, and engaging play environment with distinct zones for different age groups and the relocation of a teenage hut. Project objectives and scope of works are well-defined. However, the lack of specified evaluation criteria leaves some ambiguity on how proposals will be judged.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and deadlines. The contract duration is specified, though unusually short. A key deficiency is the lack of accessible tender documents, with 'Documents with content/summaries: 0' indicating they are not available for review.

No document content available
Fairness85/100

The tender is open, and the estimated value is disclosed. The criteria for qualification are 'suitably qualified and experienced', which is objective. The procedure is open competition. However, the lack of accessible tender documents and unspecified evaluation criteria could be perceived as less than fully transparent.

No document content available
Practicality65/100

The tender specifies an e-submission is likely implied by the platform but not explicitly stated. A document URL is not provided. The contract start date and duration are given, but the duration of 1 month is exceptionally short for a playground revamp project, raising questions about practicality. Financing information is not detailed.

No e-submission explicitly stated
No document URL provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no noted disputes or suspensions. The dates provided are logical, with the submission deadline preceding the contract start date. The short contract duration is noted but does not create logical inconsistency within the provided data.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation as mandatory requirements, although the description encourages 'innovative proposals'. It is not indicated as EU funded. This suggests a limited focus on sustainability criteria.

No explicit green procurement criteria
No explicit social criteria
