Original Tender Description

The Gladiator system is a MOD-owned innovative, distributed, synthetic operational training capability that delivers high-fidelity, secure, and cost-effective team and collective training for Force Elements (FE); its agility has also enabled the RAF to use the capability for other modelling and simulation-based activities. It enables training across multiple domains alongside partner nations, and at a scale and complexity not achievable in live environments. By linking simulators to a central hub, Gladiator overcomes real-world constraints such as airspace limitations, costs, environmental factors, and operational security, providing a safe and scalable training solution. SPARTAN is aiming to leverage the technology, systems and services developed by the Gladiator Programme to build a Distributed Synthetic Training Hub to deliver Maritime Collective Training to RN surface units. This will require systems onboard the operational platforms, but the first step is to develop a Hub that can develop, deliver and debrief training scenarios and synthetic tracks via Tactical Data Links. Initially this will be developed using the existing capabilities of Gladiator, but in time SPARTAN will be developing new digital assets, scenarios, terrains to deliver training scenarios that can represent the complexity, mass and speed of modern threats. The Gladiator and Spartan Core Systems and Services Contract seeks to deliver: a. Support, Sustainment and Enhancement of System Capabilities b. Platform Integration and Capability Development c. Interoperability Across Defence Forces d. Incorporation of the Royal Navy SPARTAN Requirements

Tender Quality Score

This tender for Gladiator and Spartan Core Systems and Services is in the planning stage, offering a substantial estimated value. While generally well-structured with clear descriptions and financial information, it lacks specific details on evaluation criteria and e-submission, impacting practicality and potentially fairness.

Score Breakdown

Legal Compliance75/100

The tender is in the planning stage, which inherently limits a full assessment of legal compliance. The CPV code is provided, and the organization is clearly identified. However, the absence of a specified procedure type and the 'None' status for procedure code suggest that formal legal procedures are yet to be fully defined. The submission deadline is noted, but its reasonableness cannot be fully assessed without knowing the complexity of the required documentation, which is not yet available.

Procedure type and code are not specified.
Clarity80/100

The description of the Gladiator and Spartan systems is detailed and provides a good understanding of the project's scope and objectives. The technical capability requirements are clearly extracted, outlining the expected deliverables. However, the absence of specified evaluation criteria leaves potential bidders uncertain about how their submissions will be assessed.

No evaluation criteria specified.
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The description is comprehensive. However, crucial documents detailing the full scope of work, technical specifications, and submission requirements are not yet available, significantly impacting the completeness of the tender information provided at this stage.

No tender documents with content/summaries available.
Fairness85/100

The tender appears to be structured for open competition, with a clear estimated value and no indication of requirements tailored to specific companies. The CPV code is standard. However, the lack of specified evaluation criteria could lead to subjective assessments. The absence of information on e-procurement platform usage is a minor concern for fairness, as it could imply less accessible submission methods.

No evaluation criteria specified.
Practicality65/100

The tender is in the planning stage, and key practical aspects are missing. There is no information regarding e-submission, which is a standard for modern procurement. While a contract start date is provided, the lack of available tender documents and clear evaluation criteria makes it difficult for potential bidders to realistically plan their submission strategy.

No e-submission specified.
No document content available.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and contract duration are populated consistently. The dates provided (submission deadline and contract start) are logical in sequence. There are no reported disputes or suspensions, indicating a stable planning phase.

Sustainability50/100

The tender document does not explicitly mention any green procurement, social aspects, or innovation drivers. It is also not indicated as EU funded. This suggests a lack of focus on sustainability criteria within the current tender information.

Not green procurement.
No social criteria.

Strengths

Clear and detailed description of project scope.
Substantial estimated value disclosed.
CPV code provided.
Contract duration specified.

Concerns

Missing crucial tender documents with content.
No evaluation criteria specified.

Recommendations

1. Publish all relevant tender documents with detailed specifications.
2. Clearly define and publish the evaluation criteria.
3. Specify the e-submission process and platform.
