Original Tender Description

The City of London Corporation intends to establish a multi-lot Works Framework to deliver cyclical replacement, refurbishment and improvement projects across its diverse property portfolio. The estate includes operational, institutional, heritage, commercial and residential buildings located within and beyond the City boundary. The Framework will support projects generally valued up to £3 million (excluding VAT) per Instruction and may include, but is not limited to: Mechanical and electrical installations, replacement and refurbishment works; General building fabric repairs, cyclical maintenance and refurbishment; Internal refurbishment and office fit-out works; Energy efficiency, carbon reduction and decarbonisation measures; Lift and escalator refurbishment, replacement and enhancement works (subject to final lot structure). The Framework is anticipated to operate via mini-competitions between appointed contractors, with provision for direct award where justified. The City reserves the right to use alternative procurement routes where operationally required. Responsible Procurement principles, including environmental sustainability, carbon reduction and ethical supply chain management, are expected to underpin delivery.

Tender Quality Score

This tender outlines a multi-lot Works Framework for the City of London Corporation, detailing a broad scope of construction and refurbishment projects. While generally well-structured, it lacks specific evaluation criteria and details on document content, impacting completeness and clarity.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general legal requirements, including a clear CPV code and a specified submission deadline. The procedure is not explicitly defined, which is a minor omission. The absence of dispute information is positive. The deadline, while specified, might be considered short given the scope, but without further context on typical procurement timelines for such frameworks, it's assessed as moderate.

Clarity80/100

The description of the works is comprehensive, outlining various types of projects and the estimated value per instruction. However, the lack of specified evaluation criteria and details on the format/content of submitted bids reduces clarity. The AI-extracted requirements are helpful but do not substitute for official documentation.

Missing evaluation criteria
Details on bid format and content not provided
Completeness70/100

Basic information such as title, reference, organization, and description is present. The contract duration and start date are specified. However, the estimated value is not disclosed (classified as 'Yes'), and the content of the tender documents is not available, which significantly impacts completeness.

Estimated value not disclosed
No document content available
Fairness85/100

The tender promotes fairness by specifying objective criteria for technical capability and financial stability. The use of a framework with mini-competitions and provision for direct award (where justified) suggests a degree of flexibility. The lack of specific company tailoring is evident. However, the absence of disclosed value and the lack of document content access are minor concerns.

Practicality65/100

The tender specifies a contract start date and duration. Financing information is not explicitly provided. The AI-extracted requirements mention e-submission, but the tender document itself does not confirm this, and no direct URL for documents is provided, which limits practicality.

No e-submission confirmation
No direct URL for documents
Data Consistency90/100

Key fields such as title, reference, organization, CPV code, and dates are populated. There are no reported disputes or suspensions. The contract start date (2028-03-31) is significantly later than the submission deadline (2026-04-01), which is logically consistent for a planning phase. The overall data is consistent.

Sustainability50/100

The description mentions 'Responsible Procurement principles, including environmental sustainability, carbon reduction and ethical supply chain management' and 'Energy efficiency, carbon reduction and decarbonisation measures' as part of the scope. However, these are not explicitly defined as mandatory criteria or weighted factors, and there are no specific green procurement targets or social innovation requirements detailed.

Sustainability aspects are mentioned but not detailed as mandatory criteria or weighted factors
