Original Tender Description

Introduction: The Authority is inviting industry to provide information on Specialist Counter Uncrewed Air Systems (Spec C-UAS) for the Land GBAD Programme. Land-GBAD (Ground Based Air Defence) Programme: The Land GBAD Programme was established in response to Army’s requirement for a fully integrated Air Defence system of systems. This will be an enduring capability that will be delivered through incremental capability uplifts over the next 10 years. The Single Statement of User Need (SSUN) for Land GBAD is: “Land-GBAD must provide sufficient, effective capability to warn, inform, deter and defeat selected air threats (including aircraft, missiles, munitions, and UAS), in order to prevent adversary interference from the air inhibiting Joint Force freedom of manoeuvre.  Land-GBAD will provide lethal and non-lethal defeat mechanisms and minimise the risk it presents to friendly and neutral air users.  It will be deployable on multi-domain operations, integrated, scalable up to divisional level, and in joint and multi-national operations to Protect, Engage, Constrain and Fight”. Capabilities to be delivered and enhanced by the Land GBAD programme include: Short-Range Air Defence (SHORAD); Medium-Range Air Defence (MRAD); Specialist Counter Uncrewed Air Systems (S-CUAS) for SHORAD and MRAD; and All Arms Counter Small Uncrewed Aircraft Systems (All Arms C-sUAS). The capabilities which make up the Land GBAD System of Systems (SOS) will be incrementally procured and delivered through a number of related contracts over a 10-year period, these will require a high level of integration and SOS testing. Specialist Counter Uncrewed Air Systems (Spec C-UAS): Spec C-UAS will be an armoured vehicle mounted cannon capability, that can defeat aerial threats in the forward and rear area of the battlespace at short range. It shall supplement SHORAD (Short Range Air Defence) and MRAD (Medium Range Air Defence), providing cost-effective layering and a multiple engagement capability. Spec C-UAS will need to operate in a stand-alone mode and be able to network with SHORAD and MRAD. The following general conditions should be noted: The purpose of this Preliminary Market Engagement is for the Authority to gather information for the procurement strategy for the Specialist Counter Uncrewed Air Systems (Spec C-UAS). The Preliminary Market Engagement Notice (PMEN) does not formally signify the beginning of a procurement process and does not constitute commitment to undertake a procurement exercise until the Tender Notice is issued. Notices will be published on Find a Tender service (FTS). The Authority intends to follow the principles of the Competitive Flexible Procedure under the new Procurement Act 2023. All costs associated with producing a response and participating in the in-person meetings are the sole responsibility of the respondent. The team will manage the process in an open and transparent manner, ensuring that participation or non-participation in the Preliminary Market Engagement will not give advantages or disadvantages to any supplier, nor impact their eligibility for future procurement processes. All information provided by respondents shall be treated as commercially sensitive and not shared with any third parties.

Tender Quality Score

This is a Preliminary Market Engagement (PME) notice for a complex defence procurement. While it outlines the programme's strategic goals and technical needs for Counter Uncrewed Air Systems, it lacks specific details on evaluation criteria and financial aspects, and the submission process is not fully defined.

Score Breakdown

Legal Compliance75/100

The notice correctly identifies itself as a PME, not a formal procurement, and mentions adherence to the new Procurement Act 2023. The CPV code is appropriate. However, the absence of a formal procedure type and the lack of a reveal date for future tender notices are minor omissions. The deadline, while for a PME, could be considered short given the complexity of the subject matter.

Missing reveal date for future tender notices
Deadline for PME response could be considered short
Clarity80/100

The description of the Land GBAD Programme and the specific requirements for Specialist Counter Uncrewed Air Systems (Spec C-UAS) are well-articulated and provide a clear understanding of the intended capability. The objectives and context are thoroughly explained. However, the absence of specific evaluation criteria for the PME responses is a notable gap.

No evaluation criteria specified for PME responses
Completeness70/100

Key information such as the title, reference, organization, and a detailed description of the programme and technical requirements are present. The contract duration and start date are specified. However, the estimated value is not disclosed and is classified, and there are no attached documents with content, which limits the completeness of the information provided to potential respondents.

Estimated value is not disclosed and classified
No document content available for attached documents
Fairness85/100

The notice explicitly states that participation or non-participation in the PME will not confer advantages or disadvantages, and all information provided will be treated as commercially sensitive. The criteria for participation are based on the ability to provide relevant information and willingness to engage, which are objective. The disclosure of the programme's long-term vision and the intention to follow competitive procedures contribute to fairness.

Practicality65/100

The notice mentions that notices will be published on Find a Tender Service (FTS), but it does not specify an e-submission portal or method for the PME response. Respondents are informed that all costs are their responsibility. The contract start date is listed as the same as the notice date, which is unusual for a PME and might indicate a misunderstanding or an error in data entry.

No explicit e-submission method specified for PME responses
Contract start date is the same as the notice date, which is unusual for a PME
Data Consistency90/100

Key fields such as title, reference, organization, CPV code, and contract duration are populated. There are no reported disputes or suspensions. The dates provided are logical within the context of a planning stage, although the contract start date coinciding with the notice date is an anomaly.

Contract start date is the same as the notice date
Sustainability50/100

There is no mention of green procurement, social aspects, or innovation within the provided text. This indicates a lack of focus on sustainability criteria in this preliminary engagement.

No mention of green procurement
No mention of social criteria
