Good

Tender Quality Score

This tender for re-railing services is generally well-structured with clear requirements and good practical access, but critically lacks specified evaluation criteria, impacting clarity, completeness, and fairness.

Score Breakdown

Legal Compliance80/100

The tender appears to comply with general procurement principles, with a clearly defined CPV code and reasonable submission timeframe (over a year). The procedure type 'Restricted' is standard, though 'Competitive flexible procedure' is less common as a standalone type and the absence of procedure codes is a minor detail.

Empty codes for 'Type' and 'Procedure' fields.
The term 'Competitive flexible procedure' is not a standard EU procedure type, though it may refer to a specific national variant or framework setup.
Clarity60/100

The service description and AI-extracted requirements are clear and unambiguous. However, a significant concern is the explicit absence of specified evaluation criteria, which is crucial for bidders to understand how their proposals will be judged.

No evaluation criteria specified in the provided information.
Completeness65/100

Most essential information such as title, reference, organization, value, duration, and deadlines are provided. Requirements are outlined, and documents are accessible. However, the critical omission of evaluation criteria makes the tender incomplete from a bidder's perspective.

Missing specified evaluation criteria.
Fairness60/100

Document access is full, the value is disclosed, and the preparation deadline is exceptionally generous. Electronic submission is supported. The requirements appear generic and not tailored. However, the lack of transparent evaluation criteria significantly undermines fairness, as bidders cannot objectively assess how to best compete.

Absence of specified evaluation criteria compromises transparency and fairness.
Practicality85/100

The tender scores highly on practicality, with a clear URL for document access and electronic submission via the BravoNR platform. The contract start date and duration are clearly specified, enhancing operational planning for potential bidders.

Data Consistency80/100

Key fields are largely populated, and there are no reported disputes or suspensions. There is a minor inconsistency between the 'Submission Deadline' (2027-03-31 23:00:00) and the 'AI-EXTRACTED REQUIREMENTS' deadline (2027-04-01T00:00:00+01:00), which is a difference of one minute. The empty codes for procedure type are also a minor inconsistency.

Minor inconsistency in submission deadline between basic info and AI-extracted requirements.
Empty codes for 'Type' and 'Procedure' fields.
Sustainability20/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which often correlates with higher sustainability standards.

No mention of green procurement criteria.
No inclusion of social aspects.

Strengths

Clear and detailed description of required services.
Generous preparation time for bidders (over a year).
Full document access and electronic submission via a dedicated platform.
High estimated contract value, indicating a significant opportunity.
Detailed AI-extracted requirements for technical and financial capabilities.

Concerns

Critical absence of specified evaluation criteria, impacting clarity, completeness, and fairness.
Minor inconsistency in the submission deadline across different sections.
Lack of any explicit sustainability (environmental, social, innovation) considerations.
The 'Competitive flexible procedure' type is not a standard EU procedure, potentially causing minor ambiguity.

Recommendations

1. Publish comprehensive evaluation criteria and their weighting to ensure transparency and allow bidders to prepare competitive proposals.
2. Ensure all dates, especially submission deadlines, are perfectly consistent across all tender documents and platforms.
3. Integrate sustainability criteria (environmental, social, innovation) into the tender requirements to align with modern procurement best practices.
