Tender Quality Score

This tender for NHS Health Checks suffers from critical omissions, particularly the complete absence of tender documents and evaluation criteria, making it impossible for potential bidders to submit informed proposals. Furthermore, there is a significant contradiction in the stated procurement procedure (Restricted vs. DPS/Open Framework).

Score Breakdown

Legal Compliance100/100

Legal compliance is severely compromised by the lack of detailed mandatory exclusion grounds and the complete absence of evaluation criteria. The fundamental contradiction between a 'Restricted' procedure and a 'Dynamic Purchasing System (DPS)/Open Framework' also raises significant legal and procedural concerns.

Absence of detailed mandatory exclusion grounds.
Missing evaluation criteria, which are essential for a fair and transparent process.
Clarity40/100

While the description of the required health check services is clear, the overall clarity of the procurement process is very poor due to the procedural contradiction and the vagueness of financial requirements. The inference of accreditations rather than explicit listing also reduces clarity.

Contradictory procurement procedure (Restricted vs. DPS/Open Framework).
Vague financial requirements ('sufficient financial standing').
Completeness83/100

The tender is critically incomplete. The complete absence of any attached documents, including detailed specifications, terms and conditions, and crucially, evaluation criteria, renders this tender unworkable for potential bidders.

No tender documents attached or available.
Missing evaluation criteria.
Fairness80/100

Fairness is severely undermined by the lack of evaluation criteria, which prevents bidders from understanding how their proposals will be assessed. The procedural contradiction could also lead to an unfair process. The potentially low estimated value might limit competition.

Absence of evaluation criteria makes fair assessment impossible.
Procedural contradiction (Restricted vs. DPS) creates uncertainty and potential for unfairness.
Practicality40/100

It is impractical for potential bidders to prepare a compliant and competitive bid without any tender documents, detailed specifications, or evaluation criteria. The process as described is unfeasible for both the contracting authority and suppliers.

Bidders cannot prepare a bid without tender documents and evaluation criteria.
Lack of e-submission may create practical barriers for some suppliers.
Data Consistency100/100

There is a significant inconsistency in the description of the procurement procedure, being simultaneously labeled as 'Restricted' and a 'DPS/Open Framework'. These are distinct procurement types with different rules.

Contradiction between 'Restricted' procedure and 'DPS/Open Framework'.
Sustainability0/100

There is no mention of green procurement, social criteria, or innovation focus within the provided information, indicating missed opportunities to incorporate broader public value objectives.

No green procurement criteria.
No social criteria.

Strengths

Clear description of the required NHS Health Checks service and its objectives.
Relevant eligibility and technical capability requirements for the service.
Use of a Dynamic Purchasing System (DPS) / Open Framework, if correctly implemented, can promote flexibility and market access over time.
Basic tender information (title, reference, organization, value, duration) is present.

Concerns

Critical absence of any tender documents and evaluation criteria.
Fundamental contradiction in the stated procurement procedure (Restricted vs. DPS/Open Framework).
Lack of detailed mandatory exclusion grounds.
Vague financial requirements ('sufficient financial standing').
Potentially low estimated value for a 36-month program, which may limit competition.

Recommendations

1. Immediately publish all essential tender documents, including detailed specifications, terms and conditions, and crucially, the evaluation criteria.
2. Clarify and correct the procurement procedure: it must be either a Restricted procedure or a Dynamic Purchasing System, but not both simultaneously.
3. Explicitly state all mandatory and discretionary exclusion grounds, and provide clear, objective financial standing requirements.
