The tender appears to comply with basic legal requirements for an open competition below the threshold. Deadlines are specified, and the CPV code is provided. There is no indication of disputes or regulatory non-compliance in the provided data. The deadline of 25 days is on the shorter side but may be acceptable for a below-threshold procurement.
