Original Tender Description

HSE require the supply of liquid hydrogen for use during a research test programme. A quantity up to of 2.4 tonnes is required for each delivery. HSE does not have any existing storage facility for LH2 and has previously relied on the rental of the supply trailer units. HSE are looking for a similar arrangement, aiming to retain the supply for a period of eight weeks after each delivery to connect to HSE's equipment. Five deliveries are required between 2026 - 2028. The liquid supply is required for use at the HSE Buxton (SK17 9JN) test site. HSE Science & Research Centre has hand on experience of handling LH2 trailers from multiple previous research campaigns. Following expressions of interest, further information regarding the projects and the nature of the experiments can be shared.

Tender Quality Score

This tender for liquid hydrogen supply is generally well-structured, with clear technical requirements and a defined scope. However, it lacks explicit evaluation criteria and details on the submission process beyond expressing interest.

Score Breakdown

Legal Compliance75/100

The tender adheres to open procedure and provides a CPV code. Deadlines are present, though the submission deadline might be considered tight given the need to express interest and potentially receive further information. No disputes are noted. Regulatory compliance is assumed but not explicitly detailed.

Clarity80/100

The description of the required liquid hydrogen supply, including quantity, delivery frequency, duration of retention, and delivery location, is clear. Technical capabilities are well-defined. However, the absence of specified evaluation criteria introduces ambiguity regarding how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Basic information such as title, organization, estimated value, contract duration, and start date are present. The CPV code is provided. However, the lack of content or summaries for the attached documents limits the completeness of the information available to potential bidders.

No document content available
Fairness85/100

The tender is open, and the estimated value is disclosed. Requirements are objective and related to the service needed. The process of expressing interest to receive further information is a reasonable step for a specialized requirement. No specific company tailoring is evident.

Practicality65/100

The tender specifies a contract start date and duration. Financing information is implicitly linked to the estimated value. However, the absence of explicit mention of e-submission and a clear URL for document access reduces practicality. The need to express interest before receiving full details adds a step.

No e-submission
Document URL not provided
Data Consistency90/100

Key fields like title, reference, organization, value, and deadlines are populated. Dates are logical, and there are no noted suspensions or disputes. The contract start date is after the submission deadline.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is also not indicated as EU funded, which limits the sustainability score.

Not green procurement
No social criteria
