This is a preliminary market engagement notice for EV charging infrastructure, outlining extensive operational and capital works requirements. While generally clear, it lacks specific evaluation criteria and details on the procurement procedure.

Score Breakdown

Legal Compliance75/100

The tender is in a 'planning' status, which explains the absence of a formal procedure and detailed legal compliance elements. The CPV code is appropriate. Deadlines are provided, but the overall legal framework for the actual tender is not yet established.

Procedure type not specified (planning stage)
Clarity80/100

The description of required services, including capital works and operations & maintenance, is detailed and comprehensive. The AI-extracted requirements further clarify the expected capabilities. However, the absence of evaluation criteria leaves ambiguity on how proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Key information such as the title, organization, reference, and a detailed description of services are present. Contract duration and start dates are specified. However, the estimated value is not disclosed, and no tender documents with content are available.

Estimated Value: Not disclosed
No document content available
Fairness85/100

The requirements are broadly defined, focusing on capabilities rather than specific company names, which promotes fairness. The long contract duration suggests a commitment to a stable partnership. The disclosure of the need for operators to fund asset renewal and expansion is clear. The lack of specific evaluation criteria is a minor concern for fairness.

Missing evaluation criteria
Practicality65/100

The tender is in a planning stage, and e-submission is not explicitly mentioned. The contract start date is provided, and financing is implied through the operator's funding responsibility. The long contract duration is practical for long-term infrastructure projects.

No e-submission mentioned
Data Consistency90/100

Key fields like title, organization, reference, and dates are populated. The contract duration and start date are logically aligned. There are no reported disputes or suspensions. The CPV code is relevant.

Sustainability50/100

While environmental obligations (WEEE) are mentioned, there is no explicit focus on broader green procurement, social aspects, or innovation within the provided text. This suggests a moderate approach to sustainability.

Not explicitly green procurement
No social criteria mentioned
