Original Tender Description

Wrexham County Borough Council (WCBC) is looking to appoint a sole supplier for the provision of Project Management and Quantity Surveying services to support the development of a new special school in Wrexham for pupils with additional learning needs. This project represents a significant investment in specialist education provision within the County and is being progressed through the Welsh Government’s Sustainable Communities for Learning programme. The Council has completed RIBA Stage 2 design development, supported by an indicative cost plan, and now seeks experienced and capable suppliers to lead the project through the next stages of design, procurement, construction, and handover. The appointed team will work closely with the Council’s Strategic Project Team, internal stakeholders, external partners, and Welsh Government representatives to ensure the successful delivery of this important scheme. Tender Quality Score

This tender for Project Management and Quantity Surveying services for a new school build is generally well-structured, with clear requirements for technical capability and a transparent e-procurement platform. However, it lacks specific evaluation criteria and details on sustainability, which could be improved.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and includes a clear CPV code. Deadlines appear reasonable for the scope, and there are no immediate flags for disputes or regulatory non-compliance within the provided information. The presence of a clear procedure and classification codes contribute positively.

Clarity80/100

The description provides a good overview of the project's scope, objectives, and the expected role of the supplier. Technical capability requirements are clearly defined, though specific mandatory exclusion grounds and financial requirements are missing. The reference to etenderWales for full details is helpful.

Completeness70/100

Basic information such as title, organization, estimated value, and duration are present. The submission deadline and contract start date are specified. However, a significant concern is the lack of availability of content for the tender documents, making it difficult to assess the full scope and specific requirements without accessing the external platform.

No document content available
Fairness85/100

The tender utilizes an e-procurement platform (etenderWales), which promotes transparency. The estimated value is disclosed, and the criteria for technical capability are objective. The requirement for a 'sole supplier' does not appear tailored to a specific company but rather a procurement strategy. Full document access is implied through the etender portal.

Practicality65/100

The tender is active and links to an e-procurement portal for submission. The contract start date and duration are provided. However, the reliance on external documents for full details and the lack of specific financing information could pose challenges. The absence of a clear 'e-submission' flag might indicate reliance on the external portal, but its clarity is not explicitly stated.

No e-submission
Data Consistency90/100

Key fields like title, reference, organization, estimated value, and deadlines are consistently populated. The contract duration and start date are logical. There are no indications of suspension or disputes. The CPV and NUTS codes are appropriately assigned.

Sustainability50/100

The tender mentions being 'progressed through the Welsh Government’s Sustainable Communities for Learning programme,' which hints at sustainability goals. However, there are no explicit mentions of green procurement criteria, social aspects, or innovation within the AI-extracted requirements or the tender's characteristics, and it is not flagged as EU funded.

Not green procurement
No social criteria

Strengths

Clear project scope and objectives
Use of e-procurement platform (etenderWales)
Objective technical capability requirements
Well-defined CPV and NUTS codes

Concerns

Lack of explicit evaluation criteria
No content available for tender documents
Limited explicit sustainability/innovation focus
Potential for short submission deadline

Recommendations

1. Clearly specify evaluation criteria within the tender documents.
2. Ensure full tender document content is accessible or summarized for pre-assessment.
3. Elaborate on sustainability and social value aspects if they are part of the programme's intent.
