Good

Tender Quality Score

This Market Engagement Notice for an Implementation Partner is well-structured with clear objectives and detailed requirements, but lacks specific procedural information and evaluation criteria, impacting its completeness and legal compliance.

Score Breakdown

Legal Compliance75/100

The tender is in a 'planning' status, which explains the absence of a formal procedure and specific deadlines beyond the market engagement. The CPV code is appropriate. However, the lack of a specified procedure and evaluation criteria prevents a full assessment of regulatory compliance and dispute resolution mechanisms at this stage. The submission deadline for market engagement is reasonable given the context.

No formal procedure specified
No evaluation criteria specified
Clarity80/100

The description of the 'Best Start in Life' programme and the expected role of the Implementation Partner is very clear and detailed, outlining specific areas of support for local authorities. The AI-extracted requirements further elaborate on the expected capabilities, making the objectives understandable.

Completeness70/100

While basic information like title, organization, estimated value, and contract duration are present, the notice is a Market Engagement Notice, not a full tender. Key details for a formal procurement, such as the specific procurement procedure, evaluation criteria, and mandatory exclusion grounds, are missing as expected at this stage. The lack of accessible document content is a concern.

No document content available
Missing specific procurement procedure details
Fairness85/100

The notice is open to all 'suitably qualified and experienced organisations', and the requirements are described in a way that suggests a focus on capability rather than specific company attributes. The estimated value is disclosed. The invitation for suggestions on the procurement approach indicates a willingness to consider diverse options, promoting fairness.

Practicality65/100

As a Market Engagement Notice, e-submission is not applicable. The contract start date and duration are specified. Financing information is not detailed, and the lack of a direct URL to full tender documents (as it's in planning) limits immediate practical use for potential bidders.

No direct URL to full tender documents
Financing information not detailed
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated. The status 'planning' is consistent with the lack of procedural details. There are no indications of suspension or disputes.

Sustainability50/100

The tender mentions 'innovation' and 'harnessing community assets', which are positive indicators. However, there is no explicit mention of green procurement criteria or specific social aspects beyond the general aim of improving early childhood development and health outcomes. It is not indicated as EU funded.

No explicit green procurement criteria
No explicit social criteria mentioned

Strengths

Clear and detailed description of programme objectives and partner roles
Appropriate CPV code
Disclosure of estimated value
Open invitation for suggestions on procurement approach

Concerns

Lack of specific procurement procedure and evaluation criteria
No document content available for review
Market Engagement Notice status limits immediate tenderability

Recommendations

1. Clearly define the procurement procedure and evaluation criteria in the subsequent tender notice.
2. Ensure all relevant tender documents are made accessible once the formal procurement begins.
