Tender Quality Score

This tender is a Pre-Market Engagement (PME) notice for a consultancy framework, providing a clear overview of objectives and scope. While generally well-structured, it lacks specific details on evaluation criteria and document content, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The notice is for pre-market engagement, not a formal procurement, which explains the absence of a formal procedure type and detailed legal compliance elements. The CPV code is appropriate. Deadlines are not flagged as unreasonable for a PME. No disputes are indicated.

Clarity80/100

The objectives and scope of the PME are clearly articulated. The description of the proposed framework's services is comprehensive. However, the absence of specific evaluation criteria for the PME itself or the future framework could be a point of confusion.

No evaluation criteria specified
Completeness70/100

Key information such as title, reference, organization, estimated value, and contract duration are present. However, the lack of available document content and the absence of a reveal date for further information limit its completeness.

No document content available
Missing reveal date
Fairness85/100

As a PME, fairness is assessed by the accessibility of information and the objective nature of the engagement. All information is accessible, and the PME aims to gather broad market views. There are no indications of tailoring requirements to specific companies. The value is disclosed.

Practicality65/100

The notice is for engagement, not a formal submission, so e-submission is not applicable at this stage. The contract start date and duration are provided. Financing information is not detailed, which is common for PME notices. The lack of accessible documents reduces practicality for potential participants.

No document content available
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated. There are no indications of suspension or disputes. The dates provided are logically consistent for a PME notice.

Sustainability50/100

The PME explicitly aims to gather views on social value and sustainability, indicating a potential future focus. However, the notice itself does not detail specific green procurement requirements or social aspects, nor is it flagged as EU funded.

Not green procurement
No social criteria

Strengths

Clear objectives and scope for PME
Comprehensive description of proposed framework services
Disclosure of estimated value and contract duration
Appropriate CPV code provided

Concerns

No document content available for review
Missing reveal date for further information
Absence of specified evaluation criteria for the PME or future procurement

Recommendations

1. Provide access to relevant documents or a clear reveal date for further information.
2. Clarify the evaluation criteria for participation in the PME and/or the future procurement process.
