Tender Quality Score

This tender is critically deficient due to the widespread unavailability of essential documentation, rendering it practically impossible for bidders to prepare a compliant submission and severely undermining transparency and fairness.

Score Breakdown

Legal Compliance30/100

Legal compliance is severely compromised by the absence of critical legal documents such as 'Instructions to Tenderers' and 'Terms and Conditions of Contract'. The AI summary also indicates no explicit mandatory exclusion grounds, which is a significant omission. The 'UK SME contractor' eligibility requirement, while potentially permissible for below-threshold, could raise questions regarding non-discrimination principles.

Missing 'Instructions to Tenderers' (A-11390)
Missing 'Terms and Conditions of Contract' (A-11392)
Clarity20/100

While the general project description is clear, the vast majority of detailed requirements, technical specifications (e.g., lighting design, site constraints, planning conditions), and crucially, the evaluation criteria, are unavailable due to 'Page not found' errors. This renders the tender extremely unclear for potential bidders, making it impossible to understand what is truly required or how bids will be judged.

Missing detailed technical specifications (e.g., A-11404, A-11405, A-11406)
Missing evaluation criteria
Completeness20/100

Despite the presence of basic information like title, value, and deadlines, the tender is critically incomplete. A staggering 12 out of 17 listed documents, including all essential tender instructions, contract templates, planning documents, and technical specifications, are unavailable. The explicit absence of evaluation criteria further highlights this fundamental deficiency.

12 out of 17 listed documents are unavailable ('Page not found')
Missing evaluation criteria
Fairness25/100

Fairness is severely compromised by the lack of access to critical tender documents and the complete absence of specified evaluation criteria, making the assessment process opaque and subjective. The requirement for a 'UK SME contractor' restricts competition, and the lack of e-submission can create barriers for some bidders, hindering equal access.

No access to critical tender documents
No evaluation criteria specified
Practicality25/100

The tender is highly impractical for bidders due to the widespread unavailability of essential documents, rendering the provided document URLs largely useless. Without access to instructions, specifications, and contract terms, preparing a meaningful bid is virtually impossible. The absence of electronic submission support is also a significant practical drawback in modern procurement.

Most document URLs lead to 'Page not found' errors
No electronic submission supported
Data Consistency40/100

While core structured data (title, value, dates, CPV) is internally consistent, the major inconsistency lies in the discrepancy between the listed documents and their actual availability. The fact that 12 out of 17 documents are 'Page not found' represents a significant data integrity issue, making the tender information unreliable.

Significant discrepancy between listed documents and their actual availability (12 'Page not found' errors)
Sustainability40/100

The tender description indicates an intent towards sustainability by mentioning fitting into a 'green and natural setting' and being 'fully accessible.' However, concrete, detailed requirements for green procurement or social aspects are either vague or contained within unavailable documents (e.g., Preliminary Ecological Appraisal A-11408). There is no explicit focus on innovation.

Concrete sustainability requirements are vague or in unavailable documents
No explicit innovation focus

Strengths

Clear project description provided
Estimated value and contract duration are specified
CPV code is assigned
Submission deadline and contract start date are clear

Concerns

Vast majority of critical tender documents are unavailable ('Page not found')
No evaluation criteria specified
No explicit mandatory exclusion grounds mentioned
Eligibility restricted to 'UK SME contractor'
No electronic submission supported

Recommendations

1. Immediately rectify the document availability issue by uploading all essential tender documents.
2. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness.
3. Review and justify the 'UK SME contractor' restriction, or remove it to promote broader competition.
