Original Tender Description

The GLA is delivering the Warm Homes: Local Grant Programme in partnership with 30 London boroughs. To strengthen delivery, the GLA is exploring running a pilot project to better understand how community organisations can support vulnerable residents throughout the retrofit process. The aim is to improve the resident experience and reduce dropout rates. Identification of eligible households and installation of measures will be managed by the GLA and its delivery partners. Community organisations would focus on resident‑facing support, from initial engagement through to installation. For example, this could include helping vulnerable residents understand their energy assessment, providing tailored advice on recommended measures, supporting form-filling, offering in‑home or remote guidance during installation, and ensuring residents feel informed and confident throughout the process. This preliminary engagement seeks to understand capacity, capability, delivery models, and potential challenges within the market. It may be undertaken in multiple stages following completion of the questionnaire stage. Insights will inform the future procurement strategy, including potential commissioning options. Approach To shape the design and delivery of the pilot project, we invite organisations to complete a short questionnaire. The purpose of this exercise is to gather market insights on: Potential service delivery models Capacity and readiness to deliver Opportunities and challenges within the supply chain Considerations for future procurement (Note: we are not seeking to duplicate existing services. Instead, we aim to fill gaps in provision. For example, where organisations currently offer telephone advice funded through other schemes but cannot provide in‑home energy advice or hands‑on resident support.) This exercise is for information‑gathering only. It does not constitute a commitment to procure, and participation will not preclude suppliers from future procurement opportunities.

Tender Quality Score

This is a preliminary market engagement exercise seeking insights through a questionnaire rather than a formal tender. While most basic information is present and the process is relatively clear, it lacks crucial details like evaluation criteria and a formal procedure, limiting its score in legal compliance and completeness.

Score Breakdown

Legal Compliance75/100

The notice correctly identifies the organization, CPV code, and provides basic financial and timeline information. However, the 'Type' and 'Procedure' are marked as 'None,' and there are no specified evaluation criteria, which raises concerns about a formal legal procedure being followed. The deadline of March 31, 2026, for a planning stage notice is reasonable for information gathering, but the lack of a formal tender procedure prevents a higher score.

Missing formal tender procedure (Type: None, Procedure: None)
No evaluation criteria specified
Clarity80/100

The description of the GLA's initiative and the purpose of the market engagement is clear and well-articulated. The required information from respondents (potential service delivery models, capacity, challenges) is clearly outlined in the AI-extracted requirements. The purpose of filling gaps in provision is also well-communicated.

Completeness70/100

Basic information such as title, reference, organization, estimated value, and duration is provided. However, crucial elements expected in a formal tender, like detailed evaluation criteria or specific mandatory exclusion grounds, are missing. The AI-extracted requirements offer a good overview of expected information, but the lack of formal tender documents with content limits overall completeness.

No specific mandatory exclusion grounds detailed
No evaluation criteria specified
Fairness85/100

This exercise is explicitly for information gathering and does not constitute a commitment to procure, which promotes fairness by not precluding future opportunities. The objectives are clearly stated, and the focus on understanding market capacity and filling gaps is reasonable. The value is disclosed, and the deadline seems reasonable for a questionnaire-based engagement. The main concern is the lack of explicit evaluation criteria for the questionnaire responses.

No evaluation criteria specified for the questionnaire responses
Practicality65/100

The exercise requires completing a questionnaire, which is a practical method for gathering market insights. The contract start date and duration are specified. However, the absence of information regarding e-submission, a direct document URL, or specific financing details for the pilot project limits the practicality score. The current status being 'planning' also implies that the full procurement details might not be finalized.

No explicit mention of e-submission process
No document URL provided for the questionnaire
Data Consistency90/100

Key fields like title, reference, organization, estimated value, and contract duration are populated logically. The dates provided (submission deadline and contract start) are consistent and in the future. There are no indications of suspension or disputes. The 'planning' status aligns with the nature of a preliminary engagement.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is not indicated as EU funded. While the nature of the 'Warm Homes' program implies environmental benefits, these are not specifically called out as procurement criteria or objectives within this notice. This limits the sustainability score significantly.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear objective and description of the market engagement
Estimated value and contract duration specified
CPV code provided
Fairness in that participation does not preclude future opportunities

Concerns

Lack of formal tender procedure details (Type, Procedure)
Absence of specified evaluation criteria
Limited information on the submission process and documents

Recommendations

1. Clearly define the evaluation criteria for the market engagement questionnaire.
2. Provide a direct link or clear instructions on how to access and submit the questionnaire.
3. Explicitly state any sustainability or social value objectives relevant to the planned procurement.
