Original Tender Description

This notice is to inform the market of a tender being issued for Caerphilly County Borough Council. The Authority has 300+ locations throughout the borough. At three of these locations (which are deemed critical) there are generators linked to uninterruptible power systems (of varying sizes). The Authority is seeking quotations from invited Suppliers to provide hardware, and software support and maintenance on its generators and uninterruptible power systems, initially this will be limited to those listed in Appendix A of this document. Caerphilly CBC reserves the right to amend this list as necessary during the term of the contract, this may result in an increase or decrease of the inventory; charges for such changes will be discussed at the appropriate time. Suppliers shall ensure that they have access to appropriate parts and software to fulfil this contract.

Tender Quality Score

This tender for maintenance and support of hardware and software for generators and UPS is generally well-structured, with clear basic information and a reasonable estimated value. However, it lacks detailed evaluation criteria and accessible tender documents, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements for an open competition below the threshold. Deadlines are provided, and the procedure is stated as open competition. The CPV code is relevant. No disputes are indicated. The primary concern is the potential shortness of the submission deadline given the need for quotations and potential document review.

Potential for a short submission deadline.
Clarity80/100

The description of the service required is clear, outlining the need for hardware and software support for generators and UPS across multiple locations. The scope is initially defined, with a clear indication of potential changes. However, the absence of specific evaluation criteria makes it difficult for suppliers to understand how their bids will be assessed.

Missing evaluation criteria.
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. The CPV code is provided. However, the critical issue is the lack of accessible tender documents with content, which prevents a full assessment of completeness and supplier understanding.

No tender document content available.
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed, and the procedure is clearly stated. The requirement for suppliers to be invited to provide quotations is a potential point of concern for broader fairness, though it might be standard for below-threshold procedures. The lack of specific evaluation criteria could also be perceived as less objective.

Suppliers must be invited to provide quotations.
Lack of specific evaluation criteria.
Practicality65/100

The tender specifies a contract duration and start date. However, the lack of information regarding e-submission and the absence of accessible document URLs significantly hinder practicality for potential bidders. Financing information is not detailed.

No e-submission specified.
No document URLs provided.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no indications of suspension or disputes. The dates provided are logical within the context of a tender process.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements. It is also not indicated as EU funded. This suggests a lack of focus on sustainability criteria.

No green procurement mentioned.
No social criteria mentioned.

Strengths

Clear title and reference number.
Organization and basic description provided.
Estimated value and contract duration specified.
Relevant CPV code included.

Concerns

No tender document content available.
Missing evaluation criteria.
Potential for a short submission deadline.
No e-submission specified.

Recommendations

1. Provide full access to tender documents with detailed content.
2. Specify clear evaluation criteria for bids.
3. Consider extending the submission deadline if feasible.
