Score Breakdown

Legal Compliance55/100

Legal compliance is weak due to the missing tender reveal date, the deferral of critical legal requirements (mandatory exclusion, eligibility, financial) to an unprovided PSQ document, and the inclusion of a completely irrelevant document (Document 1) in the tender package.

Irrelevant document (Document 1) included in tender package
Critical legal requirements (exclusion, eligibility, financial) deferred to unprovided PSQ document

Critical requirements deferred to unprovided PSQ document
Completeness50/100

The tender is significantly incomplete as the repeatedly referenced PSQ document, which contains critical information, is neither provided nor summarized. Additionally, evaluation criteria are missing, and an irrelevant document is included, indicating poor document management.
