Original Tender Description

CDS Co-operatives is a charitable community benefit society first established in 1975 to support the development of new housing co-ops. Our core purpose is to provide, support and promote co-op and community-led housing - so that more people can shape the things that matter to them - at home, in their neighbourhood or community. We truly value our cooperative roots, and we are committed to supporting cooperation as an effective business model and as a set of valuable skills. As part of our ongoing efforts to support the co-op and community-led housing sector we have procured a managing agent for Frameworks designed to deliver flexible, technology-enabled repairs, maintenance, consultancy and major works services to us and other similar organisations. The Framework Agreement has been entered into between CDS Co-operatives (as contracting authority) and Plentific (as supplier). CDS Housing Solutions Company Limited (a trading subsidiary of CDS) will also be a party to the Agreement. Plentific is a UK-based property technology company providing a digital platform for the procurement and management of repairs, maintenance, planned works within the social housing sector. The platform is widely used by housing associations and local authorities to source, onboard and manage contractors through compliant and transparent processes. CDS Co-operatives in partnership with Plentific as Managing Agent, will be going to market for suppliers to deliver Repairs, Maintenance, Planned and Major Works Services. The procurement will be under an Open Framework, and the tender notice is estimated to be formally published in April 2026 on the Central Digital Platform; in compliance with the Procurement Act 2023. Services delivered by this Framework will be to domestic and commercial properties. Domestic properties will typically consist of a mixture of domestic housing sites but not limited to bungalows, blocks of flats, and co-operative housing schemes and any other building owned and/or managed by our Framework contracting agent. Commercial properties will include but not be limited to business units, office buildings and community centres.

Tender Quality Score

This tender for Repairs & Maintenance and Planned Works Services Framework is generally well-structured, with clear objectives and a defined scope. However, it lacks specific details on evaluation criteria and financial requirements, and the sustainability aspects are not explicitly addressed.

Score Breakdown

Legal Compliance75/100

The tender indicates compliance with the Procurement Act 2023 and mentions an open procedure. The CPV code is provided. However, the absence of specific mandatory exclusion grounds and detailed evaluation criteria could be a minor concern for full legal compliance in practice. The deadline is noted as potentially short, but this is a subjective assessment and not a definitive legal flaw without further context.

Clarity80/100

The description of the services and the scope of properties (domestic and commercial) is clear. The role of the managing agent (Plentific) and the contracting authority (CDS Co-operatives) is well-defined. However, the lack of specific technical capability and financial requirements leaves some ambiguity for potential bidders.

Completeness70/100

Basic information such as title, reference, organization, and description is present. The contract duration and start date are specified. However, the estimated value is not disclosed, and no document content is available for review, which impacts the overall completeness.

Fairness85/100

The tender is an open procedure, which promotes fairness. The use of a managing agent and a digital platform (Central Digital Platform) suggests a commitment to transparency. The criteria for eligibility are broadly defined, but the absence of specific evaluation criteria makes it difficult to assess the objectivity of the selection process. There are no apparent requirements tailored to specific companies.

No evaluation criteria specified
Practicality65/100

The tender mentions submission via the Central Digital Platform, which implies e-submission. The contract start date and duration are provided. However, financing information is not disclosed, and the lack of available document content hinders practical preparation for bidders.

Data Consistency90/100

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the provided tender information. This suggests a lack of focus on these areas, which could be an opportunity for improvement.
