Original Tender Description

Surrey County Council (the Council) is seeking to appoint a supplier to support the continued expansion of low carbon and renewable energy technologies across the county. The Council's strategic commitment is to achieve net zero by 2050 and its aim is to accelerate the deployment of sustainable energy solutions in a cost neutral manner. The Council's current contract for these services is due to expire in May 2026. Building on the progress achieved to date, the Council intends to secure a new supplier capable of enhancing and scaling the delivery of renewable and low carbon technologies in Surrey. The Council invites both current and prospective suppliers to submit bids under this open procedure for the Renewable Energy Group Buying Scheme.

Tender Quality Score

This tender for a Renewable Energy Group Buying Scheme is generally well-structured, with clear objectives and a disclosed value. However, it lacks specific evaluation criteria and details on submission methods, impacting its overall practicality and completeness.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure, which is standard. The CPV code is provided, and there are no immediate indications of disputes or regulatory non-compliance. The deadline, while potentially tight, is within a reasonable range for an open procedure. The absence of a reveal date is a minor procedural oversight.

Missing reveal date
Clarity80/100

The description clearly outlines the Council's objective to expand renewable energy technologies and achieve net-zero targets. The eligibility requirements are understandable, focusing on the supplier's capability to support and scale these technologies. However, the lack of specified evaluation criteria leaves some ambiguity regarding how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Key information such as title, reference, organization, estimated value, duration, and start date are present. However, the tender documents are not accessible or summarized, and crucial details regarding technical and financial requirements are missing, reducing its completeness.

No document content available
Missing technical capability requirements
Fairness85/100

The tender is an open procedure, allowing all eligible suppliers to participate. The estimated value is disclosed, and the criteria, while not fully detailed, are framed around capability. There are no apparent requirements tailored to specific companies. The lack of explicit mention of e-procurement is a minor point, but the overall fairness is good.

Practicality65/100

The tender specifies a submission deadline and contract duration. However, it lacks information on the e-submission process, making it unclear how bids should be submitted. The contract start date is provided, but financing information is absent, and the lack of accessible documents hinders practical preparation.

No e-submission specified
No financing information
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated logically. The tender is active and has no reported disputes or suspensions, indicating good data consistency.

Sustainability50/100

While the tender's objective is inherently related to renewable energy, there are no explicit mentions of green procurement criteria, social aspects, or innovation within the provided text. It is also not specified if the funding is EU-based.
