Tender Quality Score

This tender for small food waste caddies is generally well-structured with clear technical specifications and a reasonable estimated value. However, it lacks explicit evaluation criteria and details on the submission process beyond sample delivery.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements for below-threshold procurements. The CPV code is appropriate, and the procedure is open competition. Deadlines are provided, though the submission deadline might be considered tight given the sample requirement. No disputes are noted.

Clarity80/100

The description of the required food waste caddies is clear and detailed, specifying dimensions, colour, features, material content, and branding. The call-off basis for orders is also clear. However, the absence of explicit evaluation criteria leaves some ambiguity on how bids will be assessed beyond meeting specifications.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and start date. The CPV code and NUTS code are provided. However, the lack of available tender documents with content limits the assessment of completeness regarding detailed requirements and submission procedures.

No document content available
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed, and the requirements are specific but do not appear to be tailored to a single company. The requirement for samples is standard for this type of product. The lack of explicit evaluation criteria could be a minor concern for transparency.

Practicality65/100

The tender specifies a contract duration and start date. Financing information is not explicitly detailed, and while the value is disclosed, the mechanism for e-submission is not mentioned, which could be a practical hurdle. The requirement for physical sample delivery adds a logistical step.

No e-submission
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no noted suspensions or disputes. The dates provided (submission deadline, contract start, duration) are logically consistent.

Sustainability50/100

The tender includes a requirement for a minimum of 30% recycled plastic content, which is a positive step towards green procurement. However, there is no explicit mention of other social aspects, innovation, or EU funding.

Not green procurement (beyond recycled content)
No social criteria

Strengths

Clear technical specifications for the product
Appropriate CPV code and open competition procedure
Disclosure of estimated value and contract duration
Inclusion of recycled content requirement

Concerns

Missing evaluation criteria
No explicit mention of e-submission process
Lack of detailed tender documents available for review
Limited scope of sustainability considerations

Recommendations

1. Publish detailed evaluation criteria to ensure transparency.
2. Clarify the e-submission process and provide necessary links or instructions.
3. Consider expanding sustainability criteria to include social value or innovation aspects.
