Tender Quality Score

This tender provides a clear service description with strong sustainability and innovation aspects. However, it is significantly hampered by critical omissions such as the absence of evaluation criteria and mandatory exclusion grounds, alongside a severe data consistency issue with an erroneous attached document.

Score Breakdown

Legal Compliance55/100

The tender lacks explicit mandatory exclusion grounds, which is a significant legal omission. The 'Tender Notice' document being a contract award for dental cabinetry instead of catering is a severe error, indicating poor document control and potential non-compliance with disclosure requirements. The reveal date is also missing.

No explicit mandatory exclusion grounds provided
Erroneous 'Tender Notice' document (irrelevant content)
Clarity65/100

While the service description and technical requirements are detailed and clear, the complete absence of specified evaluation criteria is a critical flaw that severely impacts bidders' understanding of how proposals will be judged.

No evaluation criteria specified
Completeness55/100

Basic information, financial details, and timelines are mostly present. However, the tender is incomplete due to the missing evaluation criteria and the inclusion of a completely irrelevant document. The 'Divided into Parts' characteristic is also mentioned without further elaboration.

No evaluation criteria specified
Erroneous 'Tender Notice' document (irrelevant content)
Fairness50/100

Fairness is severely compromised by the absence of evaluation criteria, preventing objective proposal preparation. The lack of e-submission and the erroneous document also create barriers and potential confusion for bidders, undermining equal access and transparency.

No evaluation criteria specified
No e-submission functionality
Practicality60/100

The tender lacks electronic submission capabilities, which is a significant practical drawback in modern procurement. While contract start and duration are clear, the absence of a direct document URL and limited financing details beyond the estimated value also reduce practicality.

No e-submission functionality
No direct document URL provided
Data Consistency35/100

Data consistency is very poor, primarily due to the critical error of Document 1 being a contract award for dental cabinetry, completely unrelated to this catering tender. Minor inconsistencies include missing liable person, empty procedure codes, and the unelaborated 'Divided into Parts' characteristic.

Erroneous 'Tender Notice' document (irrelevant content)
Missing 'Liable Person'
Sustainability85/100

The tender explicitly promotes environmental and social sustainability, includes innovation focus, and addresses TUPE responsibility for existing staff, demonstrating a strong commitment to sustainable procurement principles.

Strengths

Clear and detailed service description and technical requirements
Strong focus on environmental and social sustainability, including TUPE
Explicit mention of innovation in service delivery
Estimated value, contract duration, and start date are clearly specified
Appropriate CPV code assigned

Concerns

Critical absence of evaluation criteria
Severe data inconsistency with an erroneous attached document (dental cabinetry notice)
Lack of explicit mandatory exclusion grounds
No electronic submission functionality
Missing tender reveal date and liable person

Recommendations

1. Immediately rectify the erroneous document and ensure all attached documents are relevant and correct.
2. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
3. Explicitly state all mandatory exclusion grounds in compliance with relevant procurement regulations.
