Tender Quality Score

This tender provides a clear description of the required services but suffers from significant gaps in transparency regarding evaluation criteria and the absence of e-submission, impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender generally adheres to legal requirements with a clearly defined procedure type and appropriate CPV codes. However, the missing reveal date and the deferral of explicit evaluation criteria to a separate document (PSQ) present minor transparency risks.

Missing reveal date
Evaluation criteria not explicitly stated in main tender
Clarity65/100

The description of the Civil and Structural Engineering Consultant's role and technical requirements is highly detailed and unambiguous. Nevertheless, the critical absence of specified evaluation criteria and the reliance on the Pre-Selection Questionnaire (PSQ) for eligibility, financial, and exclusion grounds significantly reduce overall clarity for potential bidders.

No evaluation criteria specified
Key requirements (eligibility, financial, exclusion) deferred to PSQ
Completeness60/100

Basic information, financial details, timeline, and location are well-provided. The service description and technical requirements are comprehensive. However, the tender is incomplete without explicit evaluation criteria and full details of eligibility, financial, and exclusion grounds, which are only referenced in the PSQ. The failed download of one document also indicates a minor completeness issue.

No evaluation criteria specified
Key requirements (eligibility, financial, exclusion) deferred to PSQ
Fairness50/100

Fairness is significantly compromised by the lack of specified evaluation criteria, which prevents bidders from fully understanding how their proposals will be assessed. The absence of electronic submission (e-submission) also creates an unnecessary barrier and reduces equal access for all potential bidders. The technical requirements appear appropriate for the project and not tailored.

No evaluation criteria specified
No e-submission
Practicality55/100

The tender's practicality is severely hampered by the lack of electronic submission, which is a standard expectation in modern procurement. While contract duration and start date are clear, the absence of e-submission and potential issues with document access (one failed download) pose practical challenges for bidders.

No e-submission
Potential issues with document access (one failed download)
Data Consistency80/100

The data is largely consistent, with no disputes or suspensions. However, there is a minor inconsistency in the submission deadline between the 'Timeline' and 'AI-EXTRACTED REQUIREMENTS' sections. Additionally, some fields like 'Liable Person', 'Type Code', and 'Procedure Code' are empty.

Minor inconsistency in submission deadline
Empty fields (Liable Person, Type Code, Procedure Code)
Sustainability20/100

This tender shows a significant lack of focus on sustainability, with no explicit mention of green procurement, social criteria, or innovation aspects. It is also not indicated as EU funded, which often correlates with higher sustainability standards.

No green procurement criteria
No social criteria

Strengths

Clear and detailed description of services and technical requirements
Estimated value, duration, and contract start date are specified
Appropriate CPV code and location information provided
No indication of tailored requirements for a specific company

Concerns

Absence of specified evaluation criteria
Lack of electronic submission (e-submission)
Key requirements (eligibility, financial, exclusion) deferred to PSQ
No sustainability (green, social, innovation) considerations
Minor data inconsistencies and missing fields

Recommendations

1. Explicitly detail all evaluation criteria within the main tender documents to enhance transparency and fairness.
2. Implement electronic submission to streamline the process and ensure equal access for all bidders.
3. Integrate sustainability criteria (environmental, social, innovation) into the tender requirements to align with modern procurement best practices.
